The appointment of New City Orange County Civic Center Authority, Mr. Flaug-Sweiss to the Civic Center. Do I have a motion?

Yes, Chairman Villegas. I've worked with Mr. Sweiss, the Public Works Director, and so welcome him to the Civic Center Authority after the vote here. So with that, I would move that recommendation.

We'll move on to item number three, the appointment of new county member to the Orange County Civic Center Authority. That was Mr. Thomas Miller. And I'll entertain a motion. Motion to approve Mr. Thomas Miller to the Civic Center Authority.

I have a second. I'd like to second that as Vice Chair Silsby. And then just discussion real quick. Chairman Villegas that Mr. Miller couldn't be with us because he's out of the country today but he is the new chief real estate officers for the county so appreciate support on this item.

Very good thank you sir. All those in favor say aye. Aye. Motion passes and we're going to move on to item number four which is an update of the Orange County Civic Center parking maintenance

and who do we have for that? You Mr. Vice Chair. Thank you chairman. I'll just speak to that at a high level. So as with every year with the Civic Center Authority budget, the city staff and the county staff try to work together to just ensure that the operating costs of the Civic Center are taken into consideration, projected, and forecasted to make recommendations to this body. And those are pretty matter of fact. It deals with utility costs and equipment costs, things like that. And then we had bond payment issues that was section two of the budget.

And last cycle, we paid off those debts for the Civic Center Authority. So that was great work by the group here. So section two of the budget will be pretty minimal, which brings us to section three, which are the special projects portion of the budget. That's the one where we have the most interaction and most discussion. And it makes up the largest part generally of the capital portion of the budget. So I would just report today that from the county's perspective, we put together a plan for capital projects and maintenance of primarily the parking structures. That's

where we live kind of on the budget side and for current year we're projecting to complete all of our projects that that were listed either completing or encumbering all those and then we have some that we would propose for the fiscal year 1920 and then we could talk about overall contributions from the county in the city whether that be up down or to stay the same and with that I would offer if there's anybody from the city that wants to report on their

special projects we do appreciate that. Thank you Mr. Vice-Chair. Do we have anyone else from the Authority like to make a comment or have any questions?

Hi if I can Ron Ono Parks and Recreation. On the projects that the city side has been responsible for we've completed the irrigation installation and some of the fountain renovation work there are several projects that the budget is proposing to carry over till next year and I'll go through those really quickly even though they were close to completing those projects by the end of the year the staff decided let's carry it over just to make sure we have the funding sufficient funding to complete all those projects. One is the ADA ramp

from the City Hall Park and Structure to the Plaza of the Sun and that project is actually scheduled for City Council review in November and the Civic Center lift station plans are 90% completed and we anticipate actually

advertising those in December and starting construction around March and October. The drought, tarling, landscaping, and Japanese garden projects, the plans are

close to completion and we anticipate actually starting doing an award in around April and completing by July. So even though those are near completion by the end of the physical year, the request is to carry over those budgets just in case the project moves forward. The new projects that the city is proposing is to re-caulk the plaza of the flags. We have leakage under the garage. Also to redo the dry stream bed by the courthouse. That project actually was budgeted several years ago, was put on hold,

because the state is actually completing the ceiling of their garage area. That has been done, so we're proposing to rebudget that.

There's several other items for consideration, and that is to actually do a structural analysis of the Plaza de Flags and also to consider possibly bringing back an older project, which is renovating the parking street entrance uh center boulevard and parking street project with that i'll turn over to the county if they wanted to add any more to what they need to

identify next year's budget do i have anyone else wish to comment or a question regarding the item

the only thing i would mention chair is we'll continue to work between city and county and the city manager's office to talk about how we project the budget i don't want to put anybody on the spot here today on whether we keep it the same as prior years or we go up or down I know we have some proposition implications both at the state level and the local level that may affect funding so we just ask to continue to working with the city on that and bring a recommendation back and if it's going to significantly affect how we operate the budget then I may request that we

have a special meeting to discuss those allocations specifically thank you thank

you mr. vice chair and you have my word on the my commitment to work together with the county to make sure that we have a good working relationship regarding the civic center and all items we're going to move on to item number five which is an update on the civic center master plan um civic center master improvements do i have someone who wish to

comment from the authority uh chairman this is vice chair salesby i'll do a quick uh run through for you and I think I have mouse capabilities here yes I do maybe I'll start with the the video here first I think some of the authority members have seen this video but I'll just run through it real quick just to get an idea of the overall facility strategic plan so this is what we refer to you'll hear it called the Civic Center's facility strategic plan this is an after shot if if all phases were complete so obviously you have raw street here in the

foreground santa anna boulevard heading off to the right and that's the final state so we'll take you through some construction efforts here so we did demolish the the old building 16. so city hall is just down to your left right hall of administration is to your upper right demolished that and started the creation of this new building our board approved that and that is what's under construction right now, it's reached its topping out from a structural standpoint, and we are now building the skin or installing the skin around the building. And so you can obviously check that out right across the street at your leisure.

We expect to be fully complete with enclosing the building by the end of this calendar year with occupancy in late summer, but likely early fall of 2019 for that building right there. That's what the board had approved in Phase 1 of the Civic Center Facility Strategic Plan. Subsequent to that, and I think due to somewhat the success of that project, the board subsequently approved Phase 2 for that plan, which is what I will show you next. There are some moves that happen with county departments as part of the overall plan, but back on the Superblock now we would

propose to demolish this. This is Phase 2. So again, this is part of what the board approved more recently and then the plan would be to build a mirror building similar in size and scale to the other building and then the hall of administration which is to the upper left over there and phase four those occupants move into phase two we demolish these buildings and then we would have parking lots there to temporarily hold those spaces and those land elements so that represents the future state of what the Board of

Supervisors has approved thus far for the county to move forward with and we think that's probably the phases that will complete in the near term Unlikely to be additional phases in the near term. So we just wanted to update the Civic Center Authority on What's going on there? And then I think I will switch if you want to see the whole presentation you're Welcome to check it out later Get back to the main screen There we go and then the next portion of this is more of an update on the new building so

that is the building 14 so that's the second phase of the board approved this is Civic Center Drive we're looking at here and then Ross Street and that would be as you cross Ross Street from the city side of the county side that would be the entrance to the pedestrian corridor to the right as our one-stop shop just like you have yours downstairs right here and then the other is the board chambers to the left this would be once you walked into the plaza that's the new board room if you will there and then you can see city hall in the background and then this is a look at it a more rendered version of what i showed you from

the other side so to the right is building 16 that's what's under construction right now to the left is what the board just approved for phase two with the parking areas and that's pretty much the final state of all the board approvals and is likely to be what will be approved for some time and then that's just a look at building 16 again from the front side that's what's being constructed right now and that is an update on what the board of supervisors has approved for the city center facility strategic plan appreciate the time on that thank you mr vice chair thank you is there

any questions or comments from the authority or staff just curious is there a construction timeline

for phase two it's a great question and i wouldn't do a good job if i didn't give you a timeline for all those so i mentioned that this building which we call building 16 very creative naming convention i understand is going to be complete fall of 2019 if the other moves occur then we could start demolition of phase two of that building right later in fall of 2019 and then you have another roughly three-year construction time so that in 2023 maybe late 2022 but like 2022 early 2023

that that phase would be complete all moves would take place and then we'd be stabilized for a little bit so that's the current schedule that we have subject to change of course thank you any questions

Is the time frame for the construction of the second phase tied to funding or is it just design construction limitations? And the second part of the question is because it's almost a mirror image, the design or the concept is almost there, you have it. Could all that design and permitting and all that stuff be prepared ahead of time So in fall of 2019, you start construction right away and have it maybe done by 2020, earlier than anticipated. Good questions on funding. The timing is not necessarily linked to funding. It's linked to moving the department.

So we have a policy that we don't demolish buildings with departments in them. We think that's a good policy. And so we have to have people move out of the buildings in order for us to demolish them and then start construction. We are taking advantage of the design plans to answer your second question. It is a mirror building. It's flipped over. So all of the structural elements, all those, the county has a strategic advantage from a timing standpoint, but also a cost standpoint. So those costs are reduced in the front end. But really the timeframe is just linked to me and we'll get the site demoed and prepared.

But we do save time and money because we're using that mirror image. so appreciate that obviously in coordination with the city we do need some permits in the right of way some utility connections and things like that they're ministerial they're they're just matter of fact but we appreciate cooperating with the city on those efforts I have a question Mr. Vice

Chair in the presentation I see a fence like a large fence is this whole area going to be fenced off yeah that fence right there I noticed that and then some Some of them has it, some of them doesn't. So is that fence, is that what it's going to look like? Or is it going to be a little taller? Is it going to encase the whole thing? Can you speak on that? Is there any information on that?

Yeah, I can try to speak to that. The idea is to try to secure the site after business hours. And that type of fencing, which is kind of a vertical gray pylon type, is represented in the campus as well. so it's an accent to that so the idea was to control the access points and then use kind of the buildings as the perimeter where fencing wouldn't be so that is the idea to try to secure the site after business hours is that area

going to include the parking lot or is that going to be open I believe that is

the plan that the fence would you'd have gates obviously your access points along the north-south pedestrian corridor which is right to left in this screen and then the parking would be also secured, except for the vehicle gates, obviously, during the day with the secure fencing.

Is there any other questions or comments? Mr. Fuad? If I may, you know, we saw half of the video presentation just for the benefit of the public. Do you mind finishing the whole thing so we have a complete idea about the whole Civic Center? Yeah. If the chairman wants to see it, I'm happy to show the video. Absolutely. We've got time. We're ahead of schedule. Okay, good. You run a very efficient meeting, so it gives us a chance to do this. That's the way everyone likes it. Yeah. Let me see here if I can get back into here.

Okay. So this is kind of where we ended with the parking lots. And then the strategic plan is a 20-year plan. So eventually we could bring in additional county departments or do public-private partnership, whatever the case may be, due to the streetcar here, as you see, as you fly through, which we want to create a good urban environment here. And what you're going to see from a pedestrian scale what this looks like as we go through this again is the one-stop shop we talked about this is kind of your public counter there are some fencing right there if i can pause it well i could back up but you kind of saw where it matches in there

did i back it up i did all right let me try to pause it here

and then it will fly through the building real quick to just give you an idea of the open floor plans to to be more efficient with the space i think we're reducing our per employee square footage allocation by about 100 square feet per employee in the new floor plates it's open to the windows more save on utility cost and things like that right here so you see this fencing that goes into the one-stop shop that's the same type of thing that's replicated on the perimeter so that's where that comes from send our public counter here obviously permits building services we

We do expect to try to provide some sort of service for all departments that provide services to citizens in that area. This is going to the main building now, up into the building. And here you see the open floor plate to increase energy efficiency of the building. Those cross members are the structural framing. And then there's the kind of the after scene, if you will.

Thank you, Mr. Chair. Robert Cortez, Deputy City Manager. My question is along to what the Chair asked earlier about the fencing. So the fencing is there to limit access from the public to entering the Civic Center area, or is it to secure the site after hours? Yeah, so Mr. Chairman, it's to secure the site after hours. So the conditions you see, public access, right? We have the boardroom. We have the public counter. That's all open during the day. It's for post-business hours security. So if I can ask, so the hours of operation, so when do you anticipate closing the, I guess, the area to the general public?

Yeah, I don't have the details, Mr. Cortez. I would say business hours, but obviously people have to come and go. If meetings run late, there could be some dynamic elements to it. But it's generally meant to be business hours. they're open closed post business hours because there's no real reason for people to have business there if it's post business hours so that's the concept okay as a civic center area isn't it ideal to have it open to the public i mean it's just general question here yeah we'll be open to the public during business hours when business is to be conducted but there are no other uses

in there that are post-business hour generators for trips. We don't have restaurants or public parking in the evening there or anything like that that would drive the need to just have it completely open at all times.
