I want to introduce Juan Lara, the Minister's Supervisor for Area 4.

He's going to give a brief history of the project because the rest of the speakers actually have a lot of other history they want to share with you. Hello, buenas tardes, como están? How's everybody doing? Good. Okay well really quick we're just going to cover a little bit of history on the project that led to us having this new playground in place here. A little bit about how we have this new recreation center for children. As you all just heard, the park and the center were originally built in 1971. So it's been in this community for a very very long time and we're very happy to add the playground now.

The park was built in 1971 and since then it is serving this community. In 2002, the center and the park went through some major renovations and we had another playground installed here at that point. In 2002, the center and the park were renovated and in that time the recreation center also changed. Recreo. In 2007, in 2007, the park was renamed after a community leader and someone who is very much

loved and remembered in this community. The park was renamed in honor of a person who lived in this community for a long time and who se le recuerda con mucho cariño. So as you all know, como ya todos saben, el parque ahora se llama Chepas Park. El parque, you know, the park is now known as Chepas Park. Now, let's move 10 years after that to last year, 2017, when the California Parks and Recreation Society offered an opportunity to apply for grants, you know, focused on healthy play opportunities. And thanks to the efforts of Miss America Robledo, who's here in the back. America, say hello.

She applied for the grant, and we were successful in obtaining it. But, you know, when I checked my schedule today and I talked to my wife last night, I said, well, I'm going to go to SEPA Park tomorrow. She says, you're not going? Because I had interviews set up. And she goes, that's our wife's, that's my family's cousin. You've got to be there. And so we started talking all night.

And funny story is when my son was your guys age the little kids here I used to drop off my son with Lucy and Simba right over there right and so a lot of history in our family my father-in-law's Laguna and Alfred Laguna they all live in the Logan so it's my privilege and honor to be here with you today and so I have two certificates that I would like to present first one is to Josephine Laguna Andrea so whoever wants to so

in honor of Lorena de la Logan or the queen of Logan for her community activists and her effort preserving the character of the Logan neighborhood Chepa's Park will be a place where the community can come to live a happier more active and healthier life. You would also serve as a place to honor the neighborhood legacy. So congratulations to your mom.

Congratulations on your ribbon-cutting ceremony for Chepa Park. We look forward to seeing this great new playground providing the community and the opportunity to live a happier, active, and healthy lifestyle. I left, I actually left this little pamphlet right there in the table so you can have all the information that we have. But I want to share with you the program that we have right now, which is the teens' lab, the after school program, the computer lab, even if it's a very, very small center, we have a very active community here. The Family Pride Club and upcoming next Monday we are going to start the Pride Fitness which is a program for the ladies at night to come and do exercise

and it's going to be Mondays and Wednesdays. For the summer we are going to have the summer day camp, the teens club and the lunch program. So we are going to start the activity here at the park at 11.30 instead of 2 o'clock. That is what we usually do. Of course with the new playground we are going to have a much cooler park. So I know the community is very happy and they bring the kids to enjoy it already.

I was talking to one of the members of the community a while ago and he was telling me how he's bringing his grandchildren every day. So that's what we expect here in the community. All little children to come and your grandchildren to be at the park. Rudy! Rudy! Rudy! Tell them out loud, Rudy. Go! Go! Go!

You know, today is a very, very special day because this is an accumulation of, what, five years, you know, of planning, and in the year, you will see a beautiful facility where our community will be able to use it and to benefit from it, and we're really excited about that. We're very thankful for the city to work with us. This is an example of when the city of Santa Ana and San Diego High School should come together and work together for something where our community benefits. This community center is very, very special. And this is one of many to come. Right, Hidalgo?

But at the end of the day, this is really about you, the parents, and our students, about serving you. and this is why we're here and we're really excited about that that that opportunity and you know this this community is been waiting for a while and I think that they're pretty excited about providing it'll be done what about a year you know it was promised that come this time of the year and it'll be ready so because if we if it's ready you can talk to me if it's a problem

But seriously, we thank the city council, members of the city council, and the city manager for the work you did and working with us. Thank you.

Thank you. What an honor for me to be here as a council member for the first time, greeting you with this special dedication and ceremony. You know, the city of San En, as you might know, based on median age, is the youngest city in the country. So even as a city, even though education isn't a core responsibility for our community, the best type of gifts we can give or the best type of project we can deliver are projects related to education. So I'm really proud to, you know, on behalf of the entire city council and staff welcoming

you all as well as thank our colleagues on the school board and the school staff for making this project a reality. I know as I was on the campaign trail people care in this town about public safety and they care about education. They care about their kids and if we do the education piece right we have less public safety issues as well so I'm really proud to be here and thank you all for being

here as well. Thank you. Good morning. So when you enter into the city of Santa Ana, you will see signs on the side of the road, somewhere on the streets when you enter that says, education first. And that is a testament to the commitment that our board of education and our city council has toward the goals of education for our students. So this is really a symbol, one of many, of the partnership that we've had together. that our community expects from us, that we all hold each other accountable for.

So I'm really pleased and proud to be able to come here and bring remarks for the benefit of our kids, looking at classrooms and state-of-the-art facilities that will benefit our community. And I just want to tell you that the Board of Education on behalf of them and the members who are not here today, who couldn't be here today. There is a keen vision regarding high-quality instruction, 21st century facilities, and resources for our kids to be college and career ready. But the whole aspect of joint use is about connecting resources and building a safety net for kids and that's what we're all about. So I really

am pleased with the partnership we've been able to keep and forge and enhance with the city. Thank you very much Councilman Solorio as well as the remaining council members and of course always thanking and acknowledging the Board of Education and their continued efforts to make these children experience in education the brightest and best it can be. I want to first thank the agents of change that are the parents of Roosevelt, the parents of Walker that are here, Project Pride family, I know you're here participants most importantly i want to thank a shout out to two different groups the

neighborhood leaders of eastside neighborhood association there's 18 000 people around this center that can walk to this side for the first time they'll be able to go to a community center walking and a park and um latina hall faxes was one of those early agents of change they're here today thank you so much the Eastside Neighborhood Association representing those 18,000 people which you know it's very challenged area 30% of the 18,000 people is under the poverty line we have Seneca V.S. and Mr. Nobody right I think

so thank you so much for being here that the leaders. Thank you very much. What you will be having here, and you will get a sense of the magnitude, this is the largest investment in collaboration between the Santa Unified School District and the city in the last 15 years. 7.7, right Ron? 7.7 million dollars. And it's only because of the leadership of the school board and the city council very precious land, school district land, and then former assembly person Jose Solorio in the state,

$5 million from state money with the help of state representatives and our hardworking competitive team in putting grants together, and then also over $2.5 million of federal money. So this is the federal government, the state government, the city government, and your school district coming together. Now, what will be happening? Get their cards. Agents of Change role models. Rodolfo Hernandez, why don't you come here so you can introduce yourself? He's going to be overseeing the recreation card. Very important part of education, physical education.

Active, burning calories, making sure that you are ready to go and hit the books. Rodolfo Rudy is a great role model. grew up in Santana tell us a little bit about yourself and what you've been doing here. So like I said good morning my name is Rudy Hernandez Community Services Supervisor for the City of Santa Ana and I am homegrown with the school district resident so I will be here I am honored to be here and be the leader for this facility that will be with the I wrote some notes here that will be in walking this like herado set for local students for Roosevelt Walker students to provide diverse fitness enrichment classes

I've just good programming various programs that we can't wait to start programming with the neighborhood with the school district with the community is input to be able to make this the best collaboration possible for our community but most importantly for our kids. Thank you. Thank you. Sadie, please come. Sadie is a new librarian. This facility will have a library program. I also want to do a shout out to the Cambodian family. I know the representative of the Cambodian family is here. Thank you so much. We have Cambodian students. I want the library to make sure that we have some Cambodian books.

We want to make sure that we honor everybody's culture and history. Sadie is an amazing role model. She's a new librarian. She will also be stationed here in this new facility to have a library program for all of the families that can walk to this place. Sadie? Thank you. We are very excited that the library will have a presence in this new community center where we can offer our remote library services, resources, information, and we will be overseeing an e-library room, a computer lab, and a team space. We want to focus on digital literacy.

Since students are actually learning technology at school, we want to reinforce that in the center. And not just students, but also adults and senior citizens. oftentimes due to age or age or language barriers it prevents them from learning new technology or wanting to learn it so we want to definitely provide them with the confidence and the knowledge so they can embrace technology and these are just some of the few services that we're going to be offering and if you have any questions or you want to connect with me you can come and see me afterwards thank you

Many people like this young man do not realize the importance of washing your hands. Don't let their simple tasks go down the drain.

Even though you can't see them, germs can and will go everywhere you are. You can even take them to work. They spray like a wildfire, contaminating everything you touch.

Failure to wash your hands doesn't just affect you, but everyone that's around you. Just a simple action of handing somebody a book can give that person hundreds of germs that could eventually lead to a sickness.

This person doesn't even realize the hundreds of germs that have just been given.

That's how easy it is to get sick.

That's how easy it is to get sick. The sickness is carried from one person to another.

A cycle that could have easily been avoided with the simple washing of the hands.

So please remember next time to be courteous and wash your hands to avoid spreading your germs.

The Learning Centers and Teen Space at the Sinana Public Library offer the city's youth an opportunity to excel in academics. The Learning Centers and Teen Space provide the Santa Ana community with free homework tutoring for grades pre-k through 12. This is a service that is greatly needed because of the low to below average income levels of Santa Ana residents. Those seeking help are able to visit any of the three locations available for tutoring services and programming. When visiting the Learning Center students can bring homework, projects, or practice work with which they need help. Students receive homework

assistance from college level tutors who have a passion for working with

children.

Reading comprehension and math skill building are also a key focus of the learning center. Programs such as the Children's Institute and Math Mania in the learning centers provide students with the necessary tools to advance in academic areas that need improvement.

At the Jerome Teen Space, programs such as the Teen Club, Teen Space Cooks, Summer Film Camp, Youth Health Ambassadors, and the various buddy programs provide Santa Ana youth an opportunity to explore their creativity. My program is free because it is free and has improved the school. The teachers are bilingual and can help them in the task. I can understand what they are teaching. I can help them and the time they have, I can bring them to help them.

Whether in the morning or in the afternoon, the days are good. I would like to continue with that. For the 2011-2012 fiscal year, the Jerome Center Teen Space ran over 900 youth programs. Another great component of the Learning Centers and Jerome Teen Space is the free access to computers. Students have the opportunity to use the public computers for research, homework, and educational software. Building on the availability of computers, the Learning Centers provide computer workshops that educate children on the fundamentals of using a computer, word processing, PowerPoint, Excel and information literacy.

During the 2011-2012 fiscal year, the computers in the Learning Centers were utilized over 30,000 times.

At the Jerome Teen Space, public computers were used over 2,500 times. Sanayana is a community rich in diversity and culture. Unfortunately, this diversity often results in language and financial barriers that keep our children from academic success. For this reason, the Sanayana Public Library commits a large portion of its resources to the education of children. Thanks to the Community Development Block Grant, or CDBG, Sanayana youth are able to build the connection necessary for academic and personal success.

CDBG helps to fund the learning centers, Jerome Teen Space, and the tutors who assist families every day. Programs such as these enable the Santa Ana Public Library to successfully meet the needs of the community. The library firmly believes that it takes a village to raise a child, and they are doing their part to nurture the minds of tomorrow's leaders.

My name is Erna van Dyck and I teach the art and crafts class. I'm originally from South Africa where I did craft design and one of my subjects was illustration and photography so I always had a love for art. I think it's fun to have these classes in the community because it's nice for them to come together and we do different kinds of projects and they always look forward to learning new things to do. I like to use watercolor, acrylics, soft pastel, oil pastels and I like to combine the techniques. And we just have lots of fun.

My name is Pat Hurley. I'm a guitar instructor and bass instructor. I teach a couple classes here, a basic class for beginners, and that involves people that have never played before, they come in, they learn basic chords, drumming patterns. Then I teach an intermediate class and that involves people that can already play songs, they have chord knowledge. We take them the next step up into more voicings, chord positions, reading music, playing solos. The classes, they help promote discipline, organization. You're structured when you come to the class. We teach you new things every session. I refresh the old previous lesson.

But I've seen a lot of people grow in my classes that have started from beginner.

They stay for years. Music is very important. The arts are very important to keep you balanced. It's nice to have classes that are affordable. And a lot of kids that I teach and adults, they have talent inside them, and it's important to pull it out, give them a good balance. And some of them don't know they can play. They're not aware. They never tried it. I think it's important to continue to offer them because it's part of a balance in life between school and classes or working classes. plus people need to find their goals and dreams and things they want to do.

Police motorcycles and runners filled the streets of Santa Ana today as members of the Santa Ana Police Department carried the Special Olympics torch through the city. Starting in the south end of the city, a relay of swift individual runners ran to make up for lost time and bring the run back on its schedule. A large group joined the run in the downtown area and under a huge American flag raised by the Orange County Fire Authority, they ran in front of the Santa Ana Police Department building. We had the opportunity today to show support from all bureaus.

We had the traffic division, we had the administrative division, patrol, and the special investigations were a big part of putting this together and ensuring that it was done properly in true Santa Ana fashion. After stopping for a few pictures with Chief David Valentin the runners continued through city streets to show their support of the Special Olympics. Law enforcement agencies from a number of communities participate in this annual event and the Santa Ana Police Department has participated for over 25 years. Santa Ana Police Department has been involved as

far back as I can remember. It's an opportunity for law enforcement to show their support for Special Olympics. It's an annual event and it's nationwide. About 95,000 officers participate in this and it's basically an opportunity for the torch to be continued throughout Southern California to the various competitions. The runners received the Special Olympics torch from the Tustin Police Department and run it through the city before they hand it off to a team from the Orange Police Department. The runners ran for almost six miles through the city with a route that took them west on Edinger, north on Main Street,

through downtown and past the police department, then east on Civic Center and once again north on Main Street to their final destination at Main Place Mall. This year the Special Olympics will be held in Seattle, Washington from July 1st through July 6th. When the torch enters Husky Stadium on July 1st for the opening ceremony and the lighting of the Special Olympic Cauldron, the runners at the Santa Ana Police Department will know that they participated in its long journey.

today we'll explore the life of an amyousing woman Jenny Tessman, a world-famous astronomer here in Santa Ana. In 1906, Mrs. Tessman was the first woman to ever enter Mount Wilson Observatory in Pasadena as a researcher. There, she worked with some great minds, including Dr. Albert Einstein. In 1911, Mrs. Tessman co-wrote the book, Rotation of the Sun, which is regarded as an innovative work, revolutionizing astronomical research. In 1918, Jenny Tessman and her parents moved to Santa Ana, where she began teaching astronomy at Santa Ana College.

During her tenure there, she also built a friendship with local lawyer, Clyde Bishop. In 1923, Mr. Bishop built an observatory at his estate in Lemon Heights, where Mrs. Tessman served as technical advisor to the project. She helped design the observatory and assisted in the selection of this telescope, an 8-inch Alvin Clark refractor. How far can it see? 1.1 million light years away! How clawsome! In the late 1930s, Mrs. Tessman was one of 50 women in the United States to be doing astronomical research. She has shown us worlds beyond our own realm, and therefore has helped us reach for greater understanding.

Thanks to her, in 1940, the Bishop Estate donated their observatory dome and telescope to Santa Ana College, making learning more fun for all the students. In 1967, Santa Ana College showcased their new science complex which featured the Tessman Planetarium in honor of the 80-year legacy Mrs. Tessman left behind for her students and the city of Santa Ana. The Santa Ana winds are catastrophically strong and extremely dry downsloping winds that affect the coasts of Southern California and Northern Baja California. The Santa Ana winds have been recognized and reported in English language records as a weather phenomenon in Southern California since at least the mid-19th century. These winds easily exceed 40 miles per hour and because of their warm and dry nature, they often accentuate brush fires. The Santa Ana winds and the accompanying raging wildfires have been a part of the ecosystem of the Los Angeles basin for over 5,000 years. Now we're going to talk to Santa Ana College geologist

Bill Hughes to see what he has to say about the origins of these crazy winds.

The Santa Ana winds are a wind pattern in Southern California where the wind direction is the opposite of what it usually is. Our winds normally come in from the west off of the ocean and they call it a Santa Ana wind when it comes from the east off of the desert. The Santa Ana winds are caused when there's what we call a high pressure zone or an anti-cyclone is over the deserts to the east of us that blows the wind away from it and if at the same time there's a cyclone or a low pressure zone over the ocean, it pulls the air towards the ocean. The original Spanish-speaking people here

called it the Santanas winds after Satan, like the wind from hell or the devil winds. Because if you were here in the 1830s and you don't have air conditioning, it would be pretty miserable and people would gripe about it. So I believe it originally came from people comparing it to like the wind from hell or the devil's wind. When they get really hard they can make make it hard to drive cars and trucks you can get tree limbs falling off some particularly eucalyptus trees are kind of brittle and they'll break and fall the biggest

danger is fires they are very hot winds they are very dry winds so it's very low humidity so you'll see the fire danger proclaimed when we have santa anna winds the wind itself when there's a when there's a fire, it will spread that fire very much faster than it would under normal conditions. Through careful cultivation, local businesses have been able to grow and flourish along this beautiful city. Come with us as we peer into the history of several local Santa Ana shops. Originally named Orange County Title Company, First American was founded by Charles Edward Parker in 1889. Through careful development, the business grew and became one of the first companies in California to issue insurance. By 1968, the company rebranded

itself as First American Title and expanded its entrepreneurial endeavors to meet the needs of an ever-changing community. Currently serving people in over 70 countries, First American has become one of the largest title insurance companies in the world. With an unfaltering commitment to customers, the company continues to use elements like innovative and progressive leadership to provide unparalleled service. In the dreams of a visionary, First American Title is the picture of an ideal company. Wealth, strength, ambition, all of this from a small company that started in Santa Ana all those years ago.

Opened in 1955, R&R Western has been in the business of selling Western wear and accessories to the diverse Santa Ana community. Located in the heart of downtown Santa Ana, owner Raymond Ringel offers a wide selection of boots, buckles, cowboy hats, and other finely crafted apparel. Special items like handcrafted straw and felt hats, exotic wallets, and both domestic and international boots are readily available. Through a long and storied history, R&R Western has seen many changes. During the 70s, Raymond's business weathered a fire that devastated downtown Santa Ana.

Committed to his business and city, Raymond returned to the area after it was completely restored. Today Raymond Wrangell is 85 years old and still owns the slickest Western apparel shop this side of downtown Santa Ana. One of the oldest Mexican restaurants built in Orange County, Sarianas Tamale Factory was founded in 1939. Just off of Fifth Street, Sarianas is a small yet charming family business that caters to those seeking fresh, authentic Mexican food. Before venturing out to the fashionable downtown area, shoppers can stop by for a quick bite and partake in the delicious experience of sopes and tortas.

While there are many delicious offerings, the restaurant is best known for their classic pork tamales and hard shell crispy tacos. With a large and ever-growing patronage, Sariana's Tamale Factory is an historic city landmark that won't soon be replaced. For over 75 years, this restaurant has been and will continue to bring family and friends together.

The Water Jaguar Known as the water jaguar in Brazil, this voracious hunter is called Lobo de Rio, the river wolf. Found in the rivers of South America, giant river otters are voracious hunters eating up to 9 pounds of fish a day. They've even been known to kill and eat anacondas, the world's heaviest snakes, along with caiman, a type of freshwater crocodile. The Giant River Otter is the world's largest otter and grows to be an amazing six feet long. Their webbed feet and wide, flat tails propel them swiftly through the water in search of food or a new place to explore.

Their swimming underwater is graceful and effortless. They live in large family groups and are active, playful and very vocal. And they are endangered. Giant river otters are the rarest otters with only a few thousand left in the world. Their biggest threats are from people who hunt them for their pelts and overfish the rivers leaving them little food to survive. Zoos across the world are working together to save this endangered species, but very Very few zoos have them in the United States. Their playful antics, loud calls, and nonstop eating make them a favorite with zoo guests.

The City of Santa Ana has committed $1.4 million towards the construction of the Giant River Otter Exhibit at the Santa Ana Zoo. By placing them in Amazon's Edge, our beautiful exhibit with its thundering waterfall, our The visitor's first animal encounter will be full of energy, sound and action. The exhibit will have a state-of-the-art water filtration system, so our guests can see the otters through the underwater viewing window, and the otters will have crystal clear water to live happy and healthy lives.

Clean water is vital to life, so we'll teach our guests about the importance of conserving water and using it wisely for ourselves and the animals around us. The City of Santa Ana has a way to make this vision a reality. An additional $600,000 is needed to complete the project. Help us bring the amazing giant river otter to its new home at the Santa Ana Zoo and allow zoo visitors the chance to enjoy this unique and beautiful creature.

By making purchases with local businesses and vendors, more of your money stays close to home. This in turn supports our parks, recreation centers, libraries, and other services in development that enrich and improve the lives of Santa Ana residents. Along with delicious dishes, the restaurant is an excellent place to hang out with your friends and converse over great food. It's my favorite way to start the day. Left of the Dial Records has a wide selection of music but I

always come down for the latest hip hop releases. With a superb knowledge in music, the owner keeps the shop stocked with new and used records while providing a friendly atmosphere for all. If you have a passion for discovering new music and you haven't been to Left of the Dial yet, I highly recommend a visit. Left of the Dial Records also offers CDs, cassettes, shirts, and posters. There's a lot going on in this little record shop and it's incredibly fun to partake in. It's important to support local businesses and I like supporting good art as well. You could say I have become something of a regular. Don't miss

out on the great small businesses like Left of the Dial Records in Santa Ana. VIP Dance Studios where I come to unwind. I feel like the instructors here care about making Santa Ana kids better dancers. They offer a great selection of exercise classes for anybody looking for a fun and supportive environment. I have been practicing at VIP Dance Studio for two years and it has been a rewarding experience. I'm so grateful to have had the chance to broaden my skills and meet so many warm and ambitious people. This place is where kids can come to build their confidence and become well-rounded young adults. VIP Dance Studio is a

warm environment and it brings me closer to my community. My favorite place to eat after school is Las Tortugas Grill. With the most delicious tortas around, this is a frequent hot spot that I and many others love to dine at. Since it's a food truck, you're able to walk around the back and see all of the fabulous employees working the grills in one well-managed space. Coming to Santa Ana, everyone should experience the wide and diverse food trucks we have to offer. In my opinion, Las Tortugas is one of the best food trucks around. I would personally recommend anyone looking for good food to give them a visit.

You cannot afford to miss this little known city treasure. Whether you're in the mood for unique and savory cuisine, the opportunity to expand your record collection, or to make new connections and explore the city, Santa Ana has a wide variety of businesses that inspire and invite excitement. It's important to be mindful of our purchasing decisions and remember to invest money back into our community. Investing in local businesses helps create thriving city based on shared opportunity. The city of Santa Ana traces its origins to the 1760s. By the 1930s, the population was over 30,000 and it had become a railroad destination and a center for commercial, financial, and manufacturing businesses. Today, there are more than 300,000 people in Santa Ana and 21.5% of them live below the federal poverty line. This is where Assistance League of Santa Ana has established a legacy.

I've been a member of Assistance League of Santa Ana since 1947, and it was such an impressive organization to me because it was one of the first to directly serve individuals in the community and to give assistance where assistance was needed. I grew up in Santa Ana. I went to Santa Ana schools. I went to Santa Ana College. I live in Santa Ana. I am very pro-Santa Ana, and if you want to help Santa Ana, this is the place.

Assistance League Santa Ana has been around for 80 years. We were pretty much the pioneer of philanthropy in Santa Ana. And in those 80 years, the community has changed, technology has changed, people have changed, the time we have to volunteer has changed. And I really like Assistance League, the way that we've been able to change along with the times. The narrative begins over 80 years ago, as Mrs. James Irvine watched, with great interest, a volunteer group in Los Angeles founded by Anne Hancock Banning called Assistance League of Southern California.

In 1935, she inspired her bridge-playing friends to do something to promote the welfare of Santa Ana's less fortunate. The seed was planted, and in 1938, Mrs. Irvine's organization received its charter. I never will forget the day that I first met Mrs. James Irvine, Catherine. I was working at thrift shop, and in sailed this tall, statuesque lady. And I mean, she came in like a whirlwind, and she always wore huge, big hats.

And it's just amazing what Mrs. Irvine did to start this organization of wonderful women. Great changes came in the 40s. The word had spread of the successes they'd had with improving the quality of life in their community. And different women in the other towns came to Mrs. Irvine and said, we'd like to be involved. As these neighboring cities joined Santa Ana in their good works, the group became known as Assistance League of Orange County, and membership totaled over 400 women. And in 1939, the first thrift shop opened in the historic Ramona Building. With more needs to be served and increased demands on their treasury,

League introduced the first Orange County horse show held in the Santa Ana Bowl. Then it became, by 1940, the fair and horse show, which was a huge, huge event. And that horse show ended when the war came. This fair and horse show, started by Santa Ana's Assistance League, became the annual Orange County Fair. With the onset of World War II, League members worked with the Red Cross and the Armed Services at the Santa Ana Air Base, rolling bandages, knitting and sewing, arranging surgical dressings, driving the motor pool, learning first aid, and serving as hostesses at USO parties.

At the end of the war, the base closed and these projects stopped, but the League's philanthropy continued. Members raised funds for Orange County flood relief, screened school children for cerebral palsy, and provided emergency aid, later known as homemaker service, to the families in Santa Ana. Emergency aid was a program where we gave emergency aid to people that came in and needed food, housing, money for things, and we were able to do that at that time one-on-one. We did individual needs. We used to go into the community when it was safe to do that in Santa Ana.

and Jeannie Wahlberg and I used to work together and go into people's homes and take them things. And it was whatever they needed. It wasn't a particular thing. In the late 40s, the thrift shop was moved into a storefront building. And it was a big move because these women had never managed money. They'd never had a checkbook. The husband handled all the finances. And for these ladies to rent this building and have the obligation of funding it was a big move.

One of the members, Mrs. Charles Plum, a large home, they offered the league the opportunity to buy the dining room, the living room, and one bedroom. This meant monumental debt. $10,000 in those days was quite a bit of money. But these women went to the bank and got their first loan and paid it off. This property became the foundation for League's present location on First Street. The saddest thing that happened in the 50s was we lost our founder, organizer, and constant supporter, Mrs. James Irvine.

Catherine Irvine and her friends were Santa Ana's benevolent pioneers and remarkable women. And there were to be more remarkable women and projects to come. In the late 60s, the first street property was developed further with new buildings, one for the toy loan program and another to accommodate a larger thrift shop. In 1979, League developed the Catherine Irvine Day School. I was chairman of the daycare center. Spent a lot of time thinking and pondering that. And my committee, we spent months driving to all daycare centers in Southern California. We'd talk to the directors, we'd go to our two SUVs, off we'd go.

So we got the best of all the daycare centers by the time we finally put this together. So the completion of the daycare center took approximately two years, and we had a very grand opening, you know, the mayor, and it was just a very exciting time. We were responsible for funding it, for managing it. We had a professional staff, but we were the overseers. It was a very progressive daycare. It was about the children learning and having experiences. LEAGUE no longer runs the daycare center, but leases and maintains the building. With the realization that more women were entering the workforce, the Majeska Auxiliary was established.

I was approached by members of LEAGUE and said, you know, maybe we need a working woman's auxiliary. We got together, several of us were invited to start, we did all the due diligence, and in 81 we had a working woman's auxiliary. And I was very honored to be that first chairman. Right at the time that we were entering a new century, which sounded like a very big deal, and it was 1999-2000. And we were very excited because we really thought we were going to bridge the future. And bridge the future they did. While no longer the sole philanthropic organization in Santa Ana,

LEAGUE continues to serve the needs of Santa Ana's working poor, their children, and the elderly. LEAGUE's programs and projects begun decades ago are relevant and matchless today. In 1978, I was chairman of the Dental Center Project, and that started with a $25,000 generous donation. And I can remember coming on weekends with my little children and vacuuming the center before it opened, and I worked with the dentist a lot then. The dental clinic I thought was fabulous when it started up an extremely worthwhile thing for this area to be able to have children have their teeth checked and work done on them.

That is the most underfunded, the most needed service that our communities are in need of and are the most expensive if you try and go and get that out of pocket somewhere. If you're uninsured, there simply isn't a resource. The Dental Center was a necessity to treat the children for their future health. The National Organization wanted us to be identified with what we did. So that is when we put in Operation School Bill. We clothe with school uniforms over 2,000 kids. They get backpacks, they get a hygiene kit, they get shoes, they get socks, underwear.

The joy on the children's faces when they get a backpack with items for their school that they may never have. And they get shoes. Usually they pass me down shoes and pass me down clothes. They're so excited. You know, some of them may not have had new clothes very often. They come home just carrying them like their little gifts of some kind. The thrift shop is a wonderful program, raising money for Assistance League, but also it gives a lot of people in this vicinity an ability to buy some nice clothes. We have our regular customers, but we have people who come from all over.

We have a woman who used to live in Riverside and every year she would come with her daughter to outfit her for school. And they have moved to Arizona and she still comes back. People come in and get things that they needed to have their life be more normal and we were able to provide them. I was there one day and this girl came in and she was anxious to find something so that she could go for a job interview where she'd look professional and sharper. and she found this beautiful suit, beautiful suit, which fit her perfectly. There were tears.

And this possibly was a little step for her getting a good job. In 1964, 40 teenage girls became the first members of the Essistines Auxiliary. I feel very lucky to have been in the first graduating class to have gone all the way through Essistines. I fell in love with the Assist Team program because I saw my kids start to realize the importance of giving back. When my son got his first job, he put down working in the thrift store as a job reference. He had done customer service, he had worked a cash register,

so not only did it give them practical life skills, it also made him realize that some people have to do their shopping in the thrift store. It made my kids open up their eyes to the fact that this world is full of all sorts of people and everybody is worthy. My most rewarding experience with Assistines was working with the girls themselves and we got to be really close. What we learned here to give back is still going on with our children and our grandchildren. They're Assistines which

is quite a heritage. The scholarship is really a wonderful thing because I can see the results. We meet so many interesting young students that you know they're going to go someplace. We partnership with the Career Technical Education Department in Santa Ana Schools and they help us find our students. This is the place that gave me a scholarship earlier on and so now that I'm in a position to be able to give back we partnered with the Assistance League with the dental facilities we also run medical and dental and behavioral health services and so

programs like the assistance they because they focus on children are essential i was a recipient of their scholarship it was enough money to pay for my books to help with transportation along with financial aid i was able to continue my education they have their gift of giving event every december where they sponsor about 40 families 40 50 families in our community these are usually low-income families, maybe some migrant workers, and I play Santa Claus every year. It's my way of giving back. I've been Mrs. Santa Claus for I don't know how many years. I've collected about a thousand books every year as Mrs. Santa

and then give them four or five to every child that comes through for our gift of giving. They'll probably always think of me as Mrs. Santa Claus whether I want them to or not. It is the most wonderful experience because the parents come up to you or the people come up to you and say thank you so much because if it wasn't for you we wouldn't have Christmas.

We have an outreach program so we help other community services. We'll have about four programs that we'll help support during the year. The outreach committee has done some wonderful projects over the last few years. One thing that we've done is provide gardening tools to an organization that goes into homes that have fruit trees and such in their backyard, not enough time to harvest them. And the harvesters go in and they glean all of those trees and then they put that food to the food bank, which ultimately goes to the people in the community who need fresh fruits and vegetables.

Assistance League provided laundry soap and laundry products for an organization here in Santa Ana that does outreach to the homeless by washing their clothes once a month. And it was wonderful to know that just our little donations of Tide and Downy and Bounce could make a difference and give some dignity to some people who are really down and out right here in our own backyard. Through the years, the League's fundraising events were grand social affairs. From the horse shows to fashion shows to sleigh bell suppers, Christmas home tours, the world's largest cocktail party to open Fashion Island, garden tours, and golf classics.

They were not only first-class productions, but also great fun, creating solidarity and friendship among members. I think my most memorable experiences with League were some of the parties that we had, actually. Of course, they were fundraisers, but they were really fun, as well as raising funds. We had so many dances, so many parties, so many sleigh bell suppers, they called. And one of our sleigh bell suppers was held at a hotel, and I had a ball gown on coming home that night in the car. My husband was ill, did not join me there. And I had a flat tire in a real sad part of Santa Ana.

Went off the road and went to a movie theater of some sort. And there was no pay phone, no cell phones. And a group of young men, this was at midnight, stopped. And here I am in my ball gown. And I was very frightened. And they got out of the car and changed my tire. And they said, why do you look like you do? And I said, Assistance League of Santa Ana. And they said, oh, we know all about Assistance League. We know all about the thrift shop. We know all about the dental center. And that was very, very memorable to me. Almost every time I come to the thrift shop to work, something unusual and funny happens.

We've had a person living on top of the thrift shop on the roof. And I asked him to come down. And he told me he was praying and he really didn't want to come down. But he got down before the police got here. So that's probably one of my more outstanding memories. With a track record of giving that is beyond reproach and a genuine legacy of love towards the people of Santa Ana, Assistance League is primed to meet the needs of our diverse and ever-growing community. We see a lot of people that are homeless, but we don't see the working poor as just people driving on the freeway or driving on a street through our community.

Being here in the Assistance League, I've really been able to see how many people are really just living day to day. If there's a need in the community, people are hopefully telling Assistance League. And then Assistance League is going to figure out the best way to meet those needs. I'd like to see Assistance League be valued in the community and the efforts that they put into it, and how it can better the lives of the people that come and take advantage of our programs. It's a group of people that really care about other people. To those who much has been given, much will be expected.

and I think we've all tried in some way or another to give back. It wasn't just for the social aspect of it, it was the fact that we were doing something meaningful. League to me means friendship, charity, helping others, and most of all, love.

In this world of volunteers, there are always ups, there are always downs. There are many smiles and a few sad frowns. But all things considered, I must truly confess that knowing you has been the best. As for me, this year I'll forever treasure, because from June through May you've been a pleasure. Good evening, City Council members. Two items that I wanted to bring up. One of them was on the distribution of, or the designation of the ward numbering system. I sent you guys a letter on that, so I'm hoping you had a chance to take a look at it. It just gave you a couple more options for it. I think it's, to me, it was important that in 2020, the people that are being elected this coming Tuesday don't have to rerun for office in 2020.

Right now, the designation has it such that two out of the three sitting council members will extend their term to 2022. I've had conversations with a couple of council members since I sent out the letter. And there may be other caveats that are used to determine who's in what ward and how that's all played out, but essentially you have my input from that. And as far as ward boundaries go, I don't particularly have a real preference.

But one thing that did pique my curiosity was on the agenda staff report, it states that pursuant to the settlement agreement entered, da-da-da-da-da, and it goes on to say, and any special elections after November 3rd shall be by ward. shall be by ward. And so it brings up the question why we have Measure AA on the ballot if, according to the settlement agreement, any election after November 3rd will be by ward. So hopefully you guys address why that is

and why Measure AA is on the ballot. Thank you.

Hello, good evening. My name is Karen Rodriguez. I'm a resident in Santana in Ward 6. I'm here today to ask for your support for the proposed map D2. I believe it's crucial for our residents in Santana to have representative voting power over their city. This means that residents of all ethnicities have their vote count. Specifically, the Asian American community has been disenfranchised with the current ward map and has been misrepresented. I urge the council to support Map D2. This proposed map allows for the Asian American community to exercise their collective voting power and allows them to elect a city council representative

that best understands their community as a whole. Map D2 also ensures that the dense renter community of interest, currently in a heavily homeowner ward, is better represented and those who do not own homes have a voice in Santa Ana politics. Map C and C2 are detrimental to the Santa Ana communities because they cut into and divide long-standing communities who not only share history, but who are continuously living shared experiences with one another. Lastly, Map C2 has not been subjected to the same open community process as all other maps and therefore lack transparency and true community representation.

Good evening, City Council Member. My name is Ken Nguyen. I'm the 39th year resident of Santa Ana and also as the active Vietnamese American community leaders in Santa Ana. As you may aware, most Vietnamese Americans live in both sides of the Santa Ana River on the western section of the city where many Vietnamese businesses, churches, temple, and community centers are located. Based on a more recent report by City Center, we currently have a population of 324,000 residents in that Asian American residents consists of 8% of population

or 24,374 residents considered a protected class in our city. After we have carefully reviewed the proposed map, A, B, C, C2, D, and D2, we found that map C2 have the highest number of Asian American, nearly 13,000 or 52% of Asian American citizen of voting age population in Santa Ana. Also map C2 consists of area A, which have the highest number of Vietnamese resident, a community of interest, or the protected class in our city.

I'm our City Council Member City Council to select Map C2. It will protect the interests of Vietnamese American residents in the City of Santa Ana and Map C2 definitely will be best for Vietnamese American residents in Santa Ana. Thank you for your consideration.

Thank you. Great, thank you. We no longer have public comments so I'm going to open up the public hearing. Hold the hearing number four to amend the council ward boundaries and introduce ordinance to amend the same strategic plan. The legal notice was published in the Orange County Register on August 24th, 26th, La Opinion on August 28th and 31st, Viet on August 27th, 31st, Chinese Daily on August 29th and 31st, and the Korea Times on August 28th and on the 31st.

We have some recommended actions, and so I'm going to open up the hearing and bring this back, but we do have four recommendations that are here today, And before I ask Paul if we have any questions for him, is one is to open and close the public hearing to obtain input from the community on draft maps for consideration. Number two, select one of the maps being considered, map C, map C2, D, or D2. Number three, confirm ward numberings as proposed by staff or adjust numbering as desired. Note Ward 1, 3, and 5 will hold elections on November 3rd, 2020.

And Wards 2, 4, and 6 will hold elections on November 8th, 2022. And finally, number 4 is introduce the ordinance for the first reading and authorized publication of title requires five affirmative votes. And with that, does this council wish to hear presentation from our consultant at this time? or would like any legal consideration from our attorney at this point. Yes, Councilman Solorio, and then followed by Councilman Benavidez.

First, just the process, and I'll talk about the maps in a little bit.

I know clearly for a variety of reasons we're to select a map tonight. The issue of timing of what ward goes when. I know that the settlement agreement was very specific about us identifying a seat that would empower Vietnamese and Asian American voters for that seat to be essentially on the 2020 ballot. It was silent on everything else. I know until I received some of the materials in preparation for this meeting,

I yet wasn't really preparing to make a decision on which race goes with what election cycle. And I know we did receive some input, including Mr. Helwig. Can that piece possibly be deferred to later? or in what ways is that so linked to the maps that they really have to be done at the same time?

Sonia R. Carvalho

And Mayor Pro Tem and Mayor Council Member Solorio, I would like to first mention that we do have our special legal counsel here this evening to answer specific questions. But as a matter of process, we do need to make, you will need to make a decision as to when the different wards, as you draw the new maps, will go forward with the elections. We knew that as of tonight, but what we really thought you might do tonight is do the heavy lifting and take public comment. If we get five votes to move forward with a specific map and a first reading,

then we will work with our special counsel and our consultant to bring you those issues in your second staff report for your second reading so that they will happen simultaneously and be ready to go. What we didn't want to do this evening was to bring all of that information forward. We really wanted to have an opportunity to concentrate on the maps and to give you input. But again, if you do first reading tonight, we're going to work with our special counsel and consultant to give you all the information you need to then decide which ward will go first.

So we can make then the timing decision later, not that tonight we can't begin to talk about it. Maybe even decide, but that's not a critical decision.

Madam City Attorney, just quick clarification. Just say if you were to vote on a map and you have consensus, but during the second hearing, if that could change, so then what happens?

Again, this is a process related question when you say change.

Say that you have five votes here today for one map and then at the second meeting, say you only have four.

We will need consistently to have the five votes for the first reading and the second reading. If there's a change during the second reading and you choose, five of you choose to support a different map, then we would consider that the first reading of that different decision.

Great, just wanted to make sure that that was clarified. Great. I just want to mention Ms. Barlow is here this evening in case you have any specific questions about the settlement. Councilman Benavides, and then I'll move to Councilman Dinajeron and Councilman Sarmiento.

Thank you, Mayor Portem. Also, process question for city attorney. we've been making mention of the need for five votes per charter to adopt new ward maps. This is a process that we're going through as a result of a settlement agreement. I think you may have touched on this last meeting. But just to clarify for both us as a council, for the members of the public, Like if there were not five votes here tonight or at all to approve a map, a new boundaries,

what then are the implications to the city as a result of that if we were not able to come together?

Sonia R. Carvalho

So as a matter of process, I'd like to break this down into two steps. I want to remind the Council that we did enter into a settlement agreement, and in good faith we need to pursue implementation of that settlement agreement. I think we have a duty to do that. If we were not able to achieve five votes this evening, my recommendation would be that we continue this matter to your next meeting, November 20th, and that we continue to try to get those five votes of support for as long as we can, and working with the plaintiffs to let them know that we are working on that process.

Sonia R. Carvalho

If we reach a point in time, I'm very hopeful that this does not happen where it does not appear that we can do that, then we would need to have a discussion with our special counsel to have a discussion with the plaintiffs. But I think if we give this process a good amount of time and we look at it seriously, I'm hopeful that we can implement the settlement agreement that you all approved.

By way of the settlement agreement, that avoids us quite a bit of expense in litigation, right?

Sonia R. Carvalho

Yes, I mean, as you know, the settlement agreement is a public document. We did pay several hundred thousands of dollars to settle this matter. And to go and proceed with litigation, I would let our special counsel give you an estimate. but I've been told that's upwards of a million to two million dollars.

So hopefully we are able to come together to avoid that, even though this is not necessarily a perfect process, but it's one that we're trying to, one, take it seriously, hear from the community and be able to at least take a step toward going towards district elections and such and try to remedy an issue. I want to thank all the members of the public who came out and spoke, as well as those who sent their communication via via email and it appears that there is a map in particular that is standing out which I'm again appreciate

the community's input and certainly interested personally in looking at that map for consideration but I'll heed to the chair to continue comments by my

I just want, I appreciate the maps that were given to us. I think we've taken a look at them. Personally, I just want to go ahead and make a motion to support Plan D2. And if there's someone with a second, we can continue discussion.

Thank you, Mayor Pro Tem. So I just want to get back to a little procedural housekeeping, Madam City Attorney. So I do agree with you in the sense that for a second reading, if we deviate to a different map, it re-triggers or it triggers a first reading. Because I think on a second reading, all we can do is make minor, non-material adjustments to the original motion on first reading. So I just wanted to clear that up. And changing the time would be considered a material change. So that's one. The second one is let's just assume that we are able to select a map.

And on Tuesday, the voters don't adopt the measure. So what does that, what, you know, in looking at the settlement terms, it looks like, you know, our point might be moot at this point, or our exercise to select a map may be moot. But maybe, Kim, you can enlighten us and give us a chance.

Yeah, so Council Member, if you don't mind, I'd like to have our official counsel address that as she negotiated and documented our settlement agreement for you.

Good evening, Madam Mayor Pro Tem and members of the council. Kimberly Hall Barlow, special counsel. If the voters do not approve the ballot measure to change the charter to allow a different methodology, essentially, for selecting awards, then at that point, the plaintiffs would be able to enter a stipulated judgment with the court, and the court would be issuing an order requiring that you move forward with the change that essentially would be declaring that provision of the charter illegal.

And it would require this council to move forward implementation of the revised boundary lines. So your process of choosing a map will not be moot. It will simply be a map that would then be implemented by the court rather than through the normal just public hearing process.

So our exercise on selecting the map will survive whether or not voters adopt or they don't adopt the measure on Tuesday.

That's correct.

And we're not in breach of anything, of any of the terms of the stipulated settlement agreement, whether or not the voters decide one way or the other?

No, it was understood that the voters will make a choice. Obviously, the hope is that we wouldn't be forced into a situation where the stipulated judgment would have to be filed. But obviously, you can't be required to make your voters vote a certain way.

So conceivably, if we go before the court or the court now manages the decision on whether or not we're going to find our charter provision illegal, it could straddle, I guess, both this council and maybe the new council that's going to be impaneled, right? Is there any requirement in the settlement that requires that this council oversee that change?

What we provided for was that you would do the selection of the map and that that map would take effect either on certification of election results approving the measure or upon entry of the stipulated judgment. But that, of course, does require that you select the map prior to the seating of a new council.

can you repeat that last comment that this council the current council is authorized under the terms of the settlement agreement to select the map it has to be done before a new council is seated or we would technically be in breach of the agreement then we would probably have to go through additional public hearings with any new council members we would probably have to seek a modification of some kind if that was possible but this council is was committed in the settlement agreement to implement the new district boundaries

so just for clarification purposes whether the voters decide to vote for this or not or we have a new council coming in it's really not up to the voters or this new council to really dictate what these wards or maps should be based on this lawsuit that is against this current council?

That is correct. You will have the option of selecting the boundaries for this ward. After the 2020 census, new maps will probably be drawn.

That was going to be my next question. because I said, so say this council chooses this map, just for a hypothetical purpose, is D2. We choose this map, and we have five votes here today, and then we have a second, and it goes through. 2020 comes along. We'll have this potentially only this map ward for really two years, and then there's a potential that there's going to be this whole new ward if the new council decides that they don't want to go this route?

Typically, adjustments that are made to the boundary lines following something like this, either a settlement agreement or a judgment. First of all, the terms of the settlement agreement require that any future boundary maps comply with the CVRA, comply with federal and state law. So there wouldn't be an opportunity to draw lines in such a way as to then divide the Asian American community. So what happens when we do redistricting after census is typically minor adjustments in the lines. Sometimes there aren't adjustments needed.

But in a city of this size, you're likely to have enough of a variance in particular areas that there might need to be some movement of the lines. They're typically fairly small.

Okay. And I just wanted to clarify that. I think it's important for us to clarify that. Because today, I want to be honest with my colleagues. I wasn't planning on voting, but as, you know, I've taken a position early on that I wasn't favorable moving in this direction, just for the mere fact that we were just taking one step versus doing a comprehensive approach in how we actually vote. You know, it's plurality. And for me, I have a big problem with that in that winner takes all in a kind of district voting. Typically when it's district, it doesn't work well.

And so I have a big issue with that, and that's the main reason why I didn't want to participate, because I feel that we should have done our due diligence and been able to put in a new voting process of how these folks would be able to really have the ability to understand that, look, you have an opportunity to run for office, but at the same time, we're not going to have five or six Latinos in a district and just say mere purposes of a African American or white person and you know typically what happens and we've seen this in other wards

and districts where you kind of and even here at a large election that we face here when you have multiple candidates of the same and you know it's winner take all you know typically what happens is that we all split the vote, right? And now you're dealing with a smaller pool. And so, you know, I believe that at the end of the day that, you know, with old census, you know, numbers, things are changing drastically, and we're seeing it with our housing and what kind of housing we've brought to this city. And there's just a lot of changes happening in this city fairly quickly. And I think, you know, in my personal opinion,

we should have waited to see, because I really believe that a lot of these, in particular in the downtown and the core of this area, it's changing, and it's been changing for the past five-plus years, and you see it with the numbers. And so as I move forward, and I know today we need five votes to move forward,

I wanted to have clarity that this settlement or this lawsuit has nothing to do with the voters approving award elections. and nor does it have anything to do with a new council coming in, thinking that they can go ahead and make changes based on, you know, we don't approve this map, this council should have waited for this new council, and we don't understand why they took this vote. And I just wanted to bring that clarity because I think it's two separate issues that you all are talking about here today that I think the public, in many respects, is confused.

use. And I just wanted to make sure that we understood that this is actually a lawsuit that is towards this council, not any future council and or, again, for clarity purposes, whether the district elections award pass on November 6th. If it does, great. And if it doesn't, you know, we still have an obligation, is what you all are telling us.

Correct.

Okay. So we have a first and a second. Is there any more discussion? Yes, Councilman Sologlio.

Yeah. For me, probably the most important thing is just that we come into compliance with the California Voting Rights Act. I said that all along, that once we saw the data, I mean, the data is strong and compelling, that we have been disenfranchising Vietnamese and Asian American voters, and so we've got to do right by them and right by the law. Reflecting on what's the perfect map and there never really is a perfect map, I did begin to see that the recent suggestions from OCO and some of the allies and residents organizing around that was very interested in

protecting the Lacey neighborhood and the broader area because there's comparable renters, comparable residents, etc. And then we got a flurry of letters from two Vietnamese community sectors. The most recent flurry, I think, was with messaging very consistent with what Mr. Ken Nguyen shared. And I wasn't ever intended on putting a map forward, but I did realize that getting to five can be difficult.

And I try to then figure out, okay, well, those are the main points of contention. How can we address both those types of interest in one map? And I saw that you could modify map C into version C2 to still keep Vietnamese on both sides of the river because there are a significant number on both sides. And in fact, C2 now, based on the number of overall Vietnamese and Asian American residents,

has the most of any of the maps and any of the other lettered sections. But then it also took into account that broader Lacey neighborhood. And I did speak personally maybe about a week or so ago with Miguel Hernandez from OCO to understand what the genesis of their interests were in creating Map D2. And it had to do with keeping that broader Lacey neighborhood area, larger area, intact. So the map that I put forward accomplishes those two things so

that we can try to arrive at hopefully what will be five votes up here. I know that OCO, again, even though I think their main interest is about the Lacey neighborhood, they suggested that map C2 disenfranchise some Vietnamese American voters in

the northwest section of the city. But I would argue that by the same logic, C2 is stronger than D2 because east of the river there's many, many Vietnamese Americans. And when we think too about communities of interest, which is big, I know from personally having been here to most of these facilities and seeing the community interact, you know, a big part of any community is the a religious community and so east of the river you have St. Barbara, which is a very prominent Catholic church that Vietnamese Americans and Asian Americans attend.

Our Lady of Le Bang, that actually this council renamed that church, in fact, and rebuilt some of it in support of that Vietnamese community, of which much of it is east of the river. You also have many Asian Americans that attend Christ our Savior. And then you have several Buddhist temples, nice restaurants. So the Vietnamese community and Asian American community, they're really on both sides of the river. And I think C2 really has, and by numerical fact,

the largest number of Vietnamese and Asian American residents of any of these maps. Also in C2, I heard often and clearly from my current constituents in War 3 that they'd like to have all of it north of 17th. And they did not want it to be divided. and some of the other maps including D2 does take out some areas that are north of 17th

as well as some of the areas north of 17th that are in D2 are more affluent than the rest of the ward that includes Lacey. And then for the reasons of not dividing communities and neighborhoods, keeping North of 17th intact, I think is good and helpful. And I guess just as a closing point as well, I just wanted to reemphasize that Map C2 has about 13,000 Vietnamese and Asian Americans residents living there, which

as I understand is about half of all of them citywide. So it does take that into account. And again, I think it addresses the idea of having the broader legacy area all in one ward. So I just wanted to share the reasons why I moved forward that plan to take those things into account and to try to see how we might be able to get

to five votes up here. Thank you. Great. Councilman Sarmiento and then followed by Councilman Dinajero. Were you next, Councilman? No, no, it was you. Yeah, go ahead. Got it. Thank you.

So, you know, I appreciate the Councilman submitting a map. That's helpful because that's what we wanted to encourage from everybody in the community to do. And, you know, I think to But to Ken's point, I think it's important to make sure that we are receptive and we understand what the Asian-American population in the city supports. And I think there is support probably for many of these. This is a really imperfect science, is what I realized after speaking with Paul, our consultant, and going through the different iterations. It is very, very imperfect.

And if you look at the standard deviations on all the maps, they're very narrow. There's just very little flaw that you can find, at least with the numbers and the quantifiable data in any of the maps. So at some point, any map will work, and any map will, I think, survive a challenge pursuant to the CVRA standards. So that's the good thing, is that we have maps, I think, that comply and that will provide the relief and will cure the problem that we have. But we also want to make sure that we don't do, as we're trying to address a concern with our Asian American voters,

we don't want to do it to the detriment of other folks who have certain interests that are important as well, because we're a community of residents that are considered a protected class. So, you know, I think the arguments about homeowners and renters is very compelling to me. I mean, we just have that dilemma, unfortunately, where we do have many, many tenants, many, many renters, and we want to make sure that, you know, they're not bifurcated and then their common interests are also lost in this discussion.

So, you know, I just, when I see maps, the only problem I had with C2 or one of the problems I had, And I go back to something that Paul Mitchell, who addressed us at the last meeting, and you can sit down, Kim, because I don't think we have any questions. I want to speak to Paul. Well, you can look him in the eye. But I think what you were saying, Paul, when I saw Map D before D2 was drafted up, the more, I guess let me put it this way, the less tortured a map looks like, the better map it is. In other words, if you have things meandering and they sort of snake around and you have legs,

it looks like you're trying to gerrymander certain areas. And that's where I've seen maps look really ugly and you wonder how did they arrive at that, as opposed to having some very nicely drafted sort of quadrants or horizontal areas and keeping neighborhoods together. So I really did like D, but then realizing that D2 was just a slight departure from that to make sure that we kept some communities of interest together.

But on C2, I see that there's a leg here that I think it's District C that goes into District A as a sort of L shape on the west side of the river. That to me looks a little tortured. So, you know, it looks like we're trying to make up, I guess, you know, on some votes and on some numbers, but that's the kind of example that I think we're trying to move away from. And we can find that in D2 as well. We'll find, like, the triangle and I think what the councilman was talking about in his ward. But to the extent we can minimize that and make them smooth lines to the extent that we can, I think they're less subject to challenge.

I think they're more fairly drawn based upon just numbers and grids. But I think to Mayor Pro Temp's point, finally, is this map is probably not going to be with us very long. Or these districts, I think eventually after the 2020 Census, we're probably going to revisit this again and make some adjustments that probably will look very similar to something in between these two maps. So, you know, I just I'm very concerned about us kicking this down the road. And then we're all looking at each other on November 20th or December 4th. And we're saying it's too late. We just breached the agreement.

And now we're looking at a big ticket item when it comes to litigation costs. So that's my concern. I don't think any of us are going to walk away saying this is the perfect map and it solves all the problems.

But before we have an answer there, just a quick point. I had looked at that L-shaped area, too, because a couple maps had that. That's the Santa Anita area. It's just an example of, for a reason of keeping communities of interest intact, that they went west of the river to keep the Santa Anita neighborhood, which is a historic Latino neighborhood, intact, and with a more Latino ward. and the opposite of that is that Map D2 instead puts that very historic Latino neighborhood with the Asian American neighborhoods.

And so I looked at that and thought it made sense to keep those communities of interest with the right community and ignoring the fact that the river is there.

Did you have a particular question or would you just like for me to respond? I just wanted to look at you with the opposite. Councilman De Niro? Thank you. Madam Mayor Pro Tem, I'd like to see if we can go ahead and take a vote.

Well, I do feel that as Council Member Sarmiento says that all of these maps I think are in compliance with the California Voting Rights Act. And I know that everyone was pushed on their comfort zone, including our Mayor Pro Tem. I'm voting here and I came here today. So that being the case and the reality too that in the near future with the new census, there will be an opportunity to make other adjustments.

And whether the sales tax measure passes on election day, one way or another, like every large city there's going to continue to be financial challenges. so I do have concerns with spending more money on attorneys and legal costs. Not that I don't like attorneys.

But boy, four votes already.

Not that I do not believe that. Maybe before I vote, to the extent that it's possible now, which it probably is, I do not understand what Map D2 accomplishes for the communities that we've heard from that Map C2 does not. For example, I did hear Councilmember Sarmiento very clearly mention that little, what he called, leg west of the river, that that did look awkward and that that was a reason for some of his concern.

But I think the response being that it was to protect the Santanita neighborhood and keeping it with black communities, that there was a strong logic there.

So, you know, I guess I'm open to going with some of my other colleagues here, but I'm just wanting to understand why.

Councilman Tinajero?

May I just, as I looked at the maps, one of the things that I noticed, as you know, I'm up on the ballot this year, so I actually went out to that west end and really canvassed it. And what I noticed on D2 was that the largest concentration of the Vietnamese population is on that side, west of the river. And so in C2, it actually cuts into the area over by Centennial Park, just on the other side of Edinger. Yeah. A does. It kind of comes down. Right.

So for me, that was... See, but again, I think there's, I don't want to call it outright misinformation, but I think you've got to really sift through and think about these things. So really, map C2 includes all that Asian American voter base west of the river. If anything, it adds to it, so there's no

de-concentration of the Asian community in that map.

I agree, I agree. that there's not a D concentration, but what it does, it goes into, it absorbs another Latino, more Latino numbers down here. So I'm just telling you, I'm just giving you a piece, you're not hard set, I'm just saying.

And again, yes and no, because then if you look at the actual final total number of Asian American residents in both, there's more in C2. So by definition, if you will, we actually added more Asian Americans by going east of the river and, again, are keeping Latino core communities like the Santanita neighborhood together in C2, whereas in D2 you're putting a historic Latino community that has felt disenfranchised for a long time.

You're putting them in an area where now they will be, many of them will likely feel more disenfranchised.

Councilor, do you have any?

You know, so compelling arguments on both sides. We could probably debate this probably all night and still not come to some agreement, right? Paul, you've probably been to some of those conversations, some of those discussions. Can you tell us, I mean, as we were vested with this obligation to decide on the map, you know, have we achieved that with the maps that we have before us? And, you know, is there any disadvantage with, you know, B2 versus C2 or anything? Because I think that, you know, there's good arguments to be made for both maps.

And maybe, and I even like D, so I just didn't want to throw it in there because, look, then we get really messy, right? to the extent we can just narrow it down to two, I think we've made some progress. So that was good that we're at least down to two maps.

So, you know, I mean, is there, you know, what's your take on this?

I think you're right to say that you're vested with this obligation, and the discussion now is on your side of the dais. I think your attorneys and your staff and the hearings that you had and the community engagement are all reflected in the plans that you have in particular D2 and C2 which were revisions of the original plans based on input so and each argument that's being made is being made in terms that are completely valid within redistricting when you talk about the shapes of the districts that's in redistricting world termed as compactness and when other people are

talking about the communities of interest that are in each district that's another in some cases you know, a way to look at a particular set of lines as being justifiable. So the conversation you're having is exactly the conversation that you would expect in this process, in a transparent process, and it is your obligation at this point to take what's been given to you and see if you can come to an agreement.

See, and what I've liked about both the maps, like you said, was that they've both been sort of, you know, versions of what we began with, and that was because there There was public comment, there was opinion, there was folks that wanted to tweak it, and I guess that's what you want out of these conversations. So at this point, I think we can beat it to death and maybe even tweak it a little bit more, but we're still not going to get any further if we just keep on not coming to some agreement amongst five of us.

So I know we have a vote on the table. We're waiting for Councilman Solorio, but I know Councilman Benavidez, you have a quick comment based on-

Let me make one last statement here. I mean, I do feel like, and this is not just me, because it's based off input that I received from the community. Like, via MAPD of C2, a good faith effort was made to address the various concerns out there. And I guess I've really yet to, from the dais here, what's problematic with C2.

So, you know, for me, they're not hearing much. I mean, I'm inclined just to vote no, which would be unfortunate, obviously. but again I'm not hearing any compelling reason on what the problem is with C2 and again I did it largely in part to try to achieve consensus and include the comments from the various main communities that we have in the audiences and letters so I guess I'm just struggling with that idea for not.

And may I just only mention for Mayor Pro Tem as the chair of this meeting, if there's going to be further debate, just to make sure that we're carrying this right. That's what I'm just trying to finalize. We probably want a motion to go ahead and extend our debate so we can continue to have the conversation since the vote was in process. I already called for the question.

That's why I went back to Councilman Solorio. If you're very quickly, Councilman Benavides, and then we just, I know we've already taken a vote. I just want to make sure I'm not trying to stop conversation.

Thank you. Thank you both. Just I'll try to be brief here my comment. And I appreciate the comments and Councilman Solorio's comments. There isn't necessarily a perfect map, and this process isn't necessarily perfect. I definitely appreciate Councilman's efforts to address some of what he's heard and some of the additional, you know, just personal thoughts and trying to look at some of the numbers and such. And I know it's not an easy process to try to balance that out, so I'm sure it took you some time to do that.

There was some comment. Personally, I prefer MapD. I think some of my colleagues do as well for the purpose of reaching consensus, recognizing that there isn't going to be a perfect map and that there will be, within a couple of years, an opportunity to revisit, yet we have now the opportunity to follow through with the settlement of this agreement, put that behind us, and then start with a clean slate. I think, for me, that's where I'm willing, and I think some of my colleagues as well, to concede and settle on D2 for the purpose of moving this process forward.

I think that the consultant as well ended up drafting D2 as a result of some of the direct public comment, public input, several, you know, multiple meetings and such. So that's also one of the things that compels me in that there's been a variety of different meetings that's been independent of any feedback or input by council, but rather that resident feedback and input. But so even though I personally prefer D, D2 seems to be what addresses some of the community input and feedback. So all that to say, not a perfect process. In a couple years we'll have an opportunity to revisit, or those sitting here anyway will.

So the last comment with regard to the C2, I don't think there's a problem with it. The only thing that I do see that's more of that natural boundary there, the river, that would allow, I think there is a certain experience for those who live west of the river and those who live kind of on more central part of the city. So having a council member, ensuring that a council member lives in that part of town by way of having that award that has that natural river boundary, I think is one of the strengths that I see of D2, if you will, for looking at the two. So all that to

say you know there's you can make an argument on both sides I would just compel you and implore you councilman to consider in helping us to resolve and bring the settlement to or the settlement agreement to two conclusions

so we can you know I think just as a courtesy I will vote for it today but I may not vote for it at the next meeting for the various reasons because again And even Council Member Benavides, your statement about the demographer did MAPD2 the way he did based on input. But it was really just a conversation around keeping the larger LACI area intact. And C2 does that as well. And I heard a couple of my colleagues say the really favorite is MAPD.

So if that's really the case, why aren't you all supporting MAPD?

So that's why I'm just kind of confused on then what the motivations or interests are, what the problems are with MAPC2. In the meantime, I'll work with legal counsel to see, okay, on the second reading, how much changes, if any, we could make, including maybe going back and looking at C2 at that point. I know some of these things aren't crystal clear in terms of process.

Councilman Saloteo, I'm going to go ahead and call the question again.
