First one here is regarding the notice of intent to file an initiative. And this is the proposed packet and it's submitted to you for public comment, public review and comment by the residents, business owners, property owners, and civic leaders. And there's emails for both English and Spanish.

And I really am cautioning the City Council on going forward with this type of organization. You really need to look into it before you start looking at the money.

The third one here is regarding the issue we're having with gangs ever since the legislature legislature passed AB 333 and they call it the Step Forward Act and then the district attorney dissolved the injunctions against the gang members. We've seen an uptick in their tagging, most recently at Del High Park. And if you read this, you need to start looking at civil and federal RICO actions. We can attack this with RICO. The thing that really harms the gangs and the criminal organizations most is civil RICO. You take their money, you start withering them down, they start drying up.

You really need to be proactive on this because they're laying claim to Delhi Park. We're acting through this public initiative to protect the parks for the families and the children, and we're also having to combat the gangs which have now had their injunctions dissolved and they're more active. So we need to start taking action to address that problem. And the fourth issue here is the drone issue with the police department, which really can be a benefit to the city. And as I wrote here, you know, it's eyes on early on. It's a force multiplier.

At the visitations after we ate, Joe would hide in the bathroom for the entire visitation. My mom would ask me if I wanted a Lego set or ice cream for hitting my brother. Then I would hit my brother and come back the next visit and tell my mom that I hit my brother and my

This would happen while the monitor was just sitting there on his phone the whole time, not paying attention to anything else but his phone. Before this, we had a monitor named Shirley Dayu. I told her that I had a sports tournament and I can't come to visitation. My brother also had a sports tournament and he also can't come to the visitation either.

I'm Joe Trozian, I live in Santa Ana, and I'm 13. And we've gone through a lot. The last time I saw my mom, she filed battery charges on me. I was trying to escape the visit we were in, and I wasn't that far out of the condo when the monitor, John Janelle, is screaming at me, saying that this is a court order. He got physical with me and grabbed my arm. He started pushing me back towards the condo, and my mom called the cops. She was saying stuff like I was out of control and she's never seen me like this. I didn't realize this at the time, but she was scratching her face and making herself bleed.

Now the cops get there, and I'm put in the side alley. One of the cops interview me, and then the other comes to me and says these exact words. If I have to come here again, you're going to jail, and you're lucky your mom doesn't want to press charges. In my mind, I was thinking, what the heck happened? It felt like they completely ignored my side of what happened, and that's how I got my battery charges. This was during a superior court-approved monitor visitation. Prior to this, I was hiding in the bathroom for the entire visit. I also did a cast interview and the interviewer said that she'll do everything in her power

We live in Santa Ana and all this took place in Newport Beach. I filed charges on John Janelle. He's a retired lieutenant police officer. The detective Adams that was doing the investigation asked me to take my sons

I know you want to look at this, but let's look at the whole city, what you put into this, and I think have it in a matrix of theories and understand and actionable.

This is to protect public safety. You'll see that that press release did go out and that is currently posted on our social media. Additionally, tomorrow we will have the groundbreaking for the Centennial Park improvements at 12
