We will be rejoining one last item that we didn't uh we didn't get to uh and i also want to um just comment on today that's been a very uh significant and eventful day uh we know that it's been a long one for many people there was the uh

the verdict in the derek show and trial that was handed down and i just want to acknowledge people's concerns uh people's uh worry about the city and its ability to go ahead and address any concerns or any consequences that might have come from it. I appreciate staff making sure that we are, you know, were ready for anything. I was very pleased with the outcome of the verdicts. However, you know, we know that, you know, it's the first step, unfortunately, on, you know, on a path of police reform and accountability, which is what we want to see. It's unfortunate

that it took place as a result of an incident that was so egregious that it you know it would have flown in the face of you know all of us had the verdicts gone differently um but it took you know uncontroverted evidence like this and so um i just want to make sure that we are sensitive to the fact that we know our community was also one of those communities that was very concerned about what was going to happen so um you know thank you all of you for your patience and your concern on that um so madam clerk i'll go ahead and ask you to call roll please

For the council members, colleagues, the clerk will go ahead and give you a gentle reminder either by text or by some other form. But we'll go ahead and try to be as fluid on that as possible. Just to let everybody know that on the open business calendar, item number 28 regarding the ordinance on street racing is going to be removed from council

consideration tonight at the request of staff. So that being said, let's go ahead and move along to the next item, which is the Pledge of Allegiance. So if you'll all please join me. So that brings us to our next item, and that is the invocation section of our meeting. And normally we would have somebody from one of our faith-based institutions come and address us. But we've also had requests to have a moment of reflection or silence for many of our residents that aren't practitioners of any specific faith. And may be atheists and may not have a congregation or a parish or a church that they belong to. but also to be respectful to those residents and those people. We want to have a moment of

reflection and they could be on anything. People that have left us, people that we want to think about in this moment, but most importantly, maybe just to gather some inspiration. As we know, we are going to be met with difficult decisions, so we want to do those in a patient way, in a deliberate way, using wisdom and compassion as we go through this. So I'll go ahead and just pause for a moment of silence for us to go ahead and reflect peacefully on your own.

Great. Thank you, everybody. So I appreciate the indulgence on that. We want to make sure that we are able to address everybody's beliefs on this council and in this city. That brings us to our next section, which is ceremonial presentations. And I'll go ahead and kick it off by recognizing chapter one which is a business here in town many of you know it the mark modern local it is their 10 10 year anniversary and we want to recognize them for the contributions they've made not only to the downtown but to the city so chapter one was um

was uh established on the 17th of march in 2011 by its owner jeffrey jensen and it's located in in the downtown and it's open seven days a week they've been busy even during these covet times they are led by an executive chef tony castaneda who presents eclectic food and spirits that are both exotic and traditional and always created in a chapter one a playful twist the kitchen features local sustainable seasonal and all natural ingredients highlighted by their

award-winning fresh ginger moscow mules their cocktail list features over 250 whiskeys from around the world and jeff is a true native of santa anna which is something we always want to celebrate jeff was born and raised here in the community and currently lives in the downtown with his wife and his daughter and he employs over 45 individuals most of whom reside here in the city and um you know chapter one i know is just very thankful to customers that have been loyal and regulars and people that have helped during these 10 years.

And I know that those patrons and those customers, especially during this last year, who've been loyal and making sure that Chapter 1 remains as a business here in the downtown, is very well received by them. And they're very grateful for that. So 10 years and a pandemic later, they're still here. They're excited to see as we open up and restrictions start lifting and things start getting healthier for all of us.

They are very proud of continuing on, and we are very honored to have Chapter One as part of Santa Ana and businesses such as this that keep our city vibrant. And I want to thank Jeff because I know that it's been a very tough year. Many businesses have failed. Many businesses haven't been able to hang on. His was. So, you know, we want to make sure that we support our local businesses and we support our, especially those that, you know, who's resident, you know, who are residents of the city as well, who live here, not only work here and own businesses here, but reside here with their families as well. And so Jeff is on the line.

He decided not to speak. He's observing. He's being mindful of the short time that we have. So Jeff, good work out there. Thank you for employing a lot of people from Santa Ana. We certainly appreciate it. Here's to another 10 years. So congratulations, my friend. Let me go ahead and move along to the next presentation, and that'll be by Council Member Lopez, who's gonna be recognizing OCFA Fire Captain Robert Richardson for 35 years of outstanding service. So Council Member Lopez, I'll hand it.

Thank you, Mayor San Manzo. I had the great honor of recognizing Captain Richardson. And I just want to say that it's been a lot of fun getting to know you, speaking with you about when you were a young man and your own political aspirations that you had and hearing about your family. And so thank you for opening up to me. And I did my best to try and convince him to speak today, but he is too shy and he did not want to do some public speaking today. But thank you again for your service and for your commitment to the families of the city of Sanana and

we're going to be actually showing a video. So Daisy, if you're ready.

Hi everyone we are here today to recognize and to honor Captain Robert Richardson for his 35 years of service with the city of Santa Ana and Captain I am so honored to present this recognition to you thank you for allowing me to do so thank you Captain Robert Richardson's tenure in the fire service began with the city of Santa Ana in 1985. He served as a civilian paramedic, firefighter paramedic, SWAP tactical paramedic, and a member of the California Task Force 5 Urban Search and Rescue Team. In April of 2012, Santa Ana's fire department transitioned

to the Orange County Fire Authority, also known as OCFA. Since then, Captain Richardson held the position of firefighter paramedic and currently serves as the fire captain paramedic. Over the years, Captain Richardson has seen many changes in the fire services, from riding outside on the tailboards to riding in enclosed cabs, from responding to every local emergency to responding to hurricanes and wildfires. Being a part of the fire family, along with a part of the Sanana police department SWAT team hold the special memory for him. Captain Richardson has served

over 33 years in the same firehouse. The former station 5 is now OCFA station 75. He has enjoyed working in the city full of history, diversity, traditions, and culture and has loved learning about the city on so many different levels from the neighborhoods to the buildings to the growth of the city. For him, it has been an honor working in Santa Ana. Thank you for your service. Thank you.

Thank you, Councilmember Lopez. I am honored to recognize Alianza TranslatinX and its current director, Chloe Rios Wyatt.

Alianza TranslatinX was established in April of 2020 by founders Rachel Pozos, Cynthia Espinosa, Leslie Jimenez, and Chloe Rios Wyatt. Alianza Trans Latinx began by assisting the homeless community distributing hot plates of food in Santa Ana and throughout different cities in Orange County. Currently the organization's four founding members are serving in voluntary roles. Executive Director Chloe Rios Wyatt has engaged other founding members in establishing a fund and development plan, which includes pursuing grants to fund the work that they are conducting

in our community. The organization has been fortunate to receive funding from the Translatinx Coalition, which currently serves as our fiscal sponsor. Generous aid from public and private sources such as these has enabled Alianza Translatinx to develop its infrastructure. The mission of Alianza TransLatinX is to protect, defend, and advocate for the needs and rights of the transgender LatinX community as well as other marginalized communities.

Providing virtual workshops, individual counseling sessions, sexual health education, mental health programs, legal assistance, food service programs, and now COVID-19 resources are just a few of the services provided by this great organization. We would like to thank Alianza TransLatinx for providing the community with support that can elevate and improve the quality of life for TransLatinx and all underserved residents of Orange County. And the director, Chloe Rios-White, is on the line. And I would ask her to make a few comments.

And thank you very much, Ms. Rios-Wyatt, for the wonderful work that your organization has done since 2020.

Thank you so much, Council Member Mendoza. And thank you, you know, for giving a little bit of the history of Alianza Trans Latinx. And we are just, I'd like to accept the award on behalf of Alianza Trans Latinx. Rachel and Cynthia are here with me. and we just wanna extend our gratitude to you for coming out to our community health fair resources. And you got to witness the community, the transgender community congregating and really working together to ensure that the quality of our community is improved in this city and in this county.

And we're just so happy that we are being seen. We are creating visibility for our community and we just wanna thank you for that. I know that we sent out the invitation to everyone, but you were the one that came out and really witnessed what we are doing and the incredible work that my colleagues, Rachel and Cynthia, are doing for the community and we're really grateful for that. Thank you Mayor and thank you Councilmember Becerra for joining me in issuing this proclamation to recognize April 30th as Black April in the fall of Saigon. As many of us know, we are part of Santa Ana, is part of the Little Saigon community, which is the largest community of Vietnamese people outside of Vietnam. The largest, we are the capital of the diaspora. And many people don't know, but there used to be a sign, as Mayor Sarmiento mentioned, of Little Saigon here in San Tena, and that's missing.

And so as the first Vietnamese American to serve on the city council, I am just honored to be able to recognize this so that we reflect the history, the sadness, the tragedy, and all of the grit that it took for refugees, Vietnamese refugees and immigrants to overcome and to build a life here and to give families like mine or people like me an opportunity to succeed. And so with that, we are recognizing Pivot, which is an incredible organization that is seeking to commemorate the past, but also work to energize and bring Vietnamese Americans

Pivot's mission is to engage and empower Vietnamese Americans for a just and diverse America. PIVOT works together with Vietnamese Americans of all ages and with other communities to support a common agenda that improves promotion and support of human, civil, immigrant and refugee rights, increasing cultural, linguistic and financial access to quality education,

PIVOT serves as a reliable source of information by providing thoughtful and fair analysis of domestic policies important to Vietnamese Americans and disseminating these analyses through traditional media, social media, and social networks. And they also established Viet COVID, a science and fact-based website that provides COVID resources in Vietnamese. PIVOT also aims to increase the participation

Thank you, Council Members, Fan and Becerra. appreciate that great presentation um so moving along to staff's presentation madam city manager do you mind if we go ahead and start with the friends of the san and zoo if they're ready to go ahead and uh tee that off and then we wind up with the coveted not at all mayor

Hello, this is Kathy. Go ahead, Kathy. Okay. Thank you for having us do a presentation on the Friends of Santa Ana Zoo. I'm looking for the share.

Hi, everyone. Can you guys see that? We can. Go ahead, Captain. Oh, great. Thank you so much. Thank you for having us on. We really appreciate it. I'm here to talk about the Friends of Santa Ana Zoo. We're the volunteer organization that supports, we're the nonprofit group that supports the Santa Ana Zoo. And we're very glad to be here tonight. I personally, Kathy Dugger, have been a resident of Santa Ana most of my life. And I've been with the zoo for over 21 years. So the Friends of the Santa Ana Zoo, we are the nonprofit corporation organized to develop financial support, growth, and community awareness for the Santa Ana Zoo.

and many organizations, many civic organizations have a non-profit group like us who support and do the fundraising. So we were founded in 1972 by a group of volunteers who bonded with the common goal of enhancing the zoo services and what's very interesting about this group of volunteers is that they started doing the fundraising through the installation of farm feed machines. So in the farm, you might notice we have feed machines over there. And the friends of Santa Ana Zoo actually started that way. And I was one of the volunteer, I mean, I was one of

the volunteers back at night's time too. But what's interesting is I've seen some of the paperwork from those days and they were able to raise a few hundred dollars here and a few hundred dollars there. So we've come a long ways from that. And now we do the fundraising through donor gifts, capital campaigns, grants, membership, gift shop, the rides, rentals, and events. And all of the funds that we raise go directly back into the zoo for zoo improvements, education, and animal care. So everything that we raise goes right back into the zoo.

Donor gifts and capital campaigns. So we also are in charge of the individual campaigns. We do a year-end appeal and a mid-year appeal that have been very successful. Even when we were closed down, we were able to do those appeals. We also do the capital campaigns. We do VIP tours. And then we have software, Raising With Edge software that helps us with fundraising and specifically trying to find donors. We also oversee the grants. And many of the grants have to be overseen by a nonprofit. So we're able to ask for those funds. And we

average about 150 to 250 thousand dollars through that every year sometimes it's a little more than that it depends on what we're doing the fundraising for we work very well with the city we work very closely with them putting together these grants also one thing that's very important is the membership program that we oversee new and returning members are an important part of the Santa Ana Zoo. And we offer a reciprocal program with the memberships where they can go to other zoos and aquariums throughout California and other states because of our AZA affiliation.

So we are able to offer that. Right now we have about 6,000 zoo member households and our renewal rate is over 30%. We also run the rides. I think many of you have come and visited and been on some of the rides we have the train the carousel and the ferris wheel right now we are running the train and this weekend for the first time we will be running the carousel and hopefully the ferris will soon and those rides are one of our biggest revenue generators because of those three rides we are raised raising close to a million dollars before we we were shut down we were able to raise

about a million dollars each year for the zoo and again all of that profit goes directly right back in to the zoo. We oversee the gift shop and lots of products there that advertise the Santa Ana Zoo and make the guests happy. So on their way out, they're able to pick up a toy for the children.

Community events, the zoo birthday, party for the planet, boo at the zoo. That's our trick-or-treating event for the kids in the community. It's Mary Not Scary. And that's also turned into a fundraiser where we're able to generate funds from that event. We also do a sunsets at the zoo. Hopefully this year we can do them. We're not sure yet. We're waiting to see if we can get approval for that. But we'd love to be able to do sunsets at the zoo. So we're trying to work on that. And then our rentals, we do birthdays, parties, meetings, rentals at the zoo that people are able to do.

And again, all of the revenue generated from those rentals goes directly back into the zoo to help the animals and the kids that visit. Many of you are aware of our Black Tie Gala fundraiser. So once a year we're able to put together, this is our largest fundraising event. So this is our big gala that we are able to raise over $200,000 every year. It also introduces a lot of people to the zoo that maybe have never been to the zoo before so they're able to come and see the zoo in its best light. The Friends of the Zoo has been able to support and improve the zoo for over 48 years so we've been so grateful and honored to

work hand in hand with the city and be able to generate all of this revenue to help help the zoo and we are friends to the animals, the children, the community and to the future planning here and beyond. Thank you so much. I'd be happy to answer any questions from the council if there's anything.

Yeah, thank you for that, Kathy. It's been a while. Man, this year's been tough because I know normally we'd have the boo at the zoo and we'd have, you know, again, sunsets at the zoo and the black tie and of course and everything else. And it seems like, you know, as soon as that Ferris wheel went up, you know, the pandemic hit and we really didn't have a chance to even enjoy it. So So you guys do great work, obviously. And what a lot of people don't know or maybe don't kind of understand, we are really the only true zoo between some of our larger neighbor zoos and more well-known zoos like the San Diego Zoo and the LA Zoo.

But really, we are quite a bargain for anybody who's here in the area. And it really is a regional draw. but you know it's great to have our you know our residents and our neighbors come visit the zoo and you know enjoy it and sometimes it's a it's a well-kept secret that we want to make sure isn't as well kept as as it is so let me bring it back to the to the council and see if there's any questions or comments so go

I actually on Sunday tried going to the zoo. I was like, you know what? It's, uh, it's, you know, Santa Ana free day. I'm going to go check it out. And there was no park and parking available. The parking lot was full. The line was out the door. Uh, and it actually, I told myself, you know what? I'll come back another day. Um, there was just a lot of people and it was so hot if you guys recall. So I'm happy people are out there and taking advantage of that

hernandez is standing go ahead council member yes thank you mr mayor i i just wanted to say I am a huge, huge fan of the zoo. I recently took my daughter and my family, and I got to meet Mateo. He's one of the monkeys there. And what a beautiful team of people that are committed to animals and to the community. I'm really happy to see the good work that you are all doing. I just wanted to give you that affirmation.

Thank you very much. We really appreciate it, And we have had a lot of success, you know, now that we're reopened. And people do come from all over. And they're so grateful. And they bring their children. And they're so happy. And we're very glad to have the support of the council members. You guys have come by and supported us. And we really appreciate that. And you're right, Medeo, the monkey. He's very friendly. He likes you. Anyway, thank you so much for the support. And we do have the free Santa Ana resident day every third Sunday of the month. So it's a popular day.

And we are getting people from that normally couldn't afford to go to some of the other zoos. They've discovered us. You know, during this pandemic, we've been so lucky because they've actually discovered us and realized that we're very affordable. And it's a great place to bring the little kids. And so it's actually been kind of beneficial to us because people have discovered us who didn't know we were here before.

So Kathy, I think we have another comment from the, or question from the Councilmember, Councilmember Mendoza.

Yes, thank you, Mayor Sarmiento. I want to just emphasize the importance of the Santa Ana Zoo. I mean, my first encounter with the Santa Ana Zoo was in 1965 when it was known to the Hispanic community as El Parque de los Changos. and that's because of all the monkeys that were just such an entertainment. And to us as children, I was a child when I was there with my parents and we would picnic out there in the grassy area and just spend the entire Saturday or Sunday

out there visiting the different animals. But of course, my favorite were the changos, the monkeys, and they continue to be, but it doesn't stop there. When I had my own children and they were little, we became members of the Santa Ana Zoo because we were constantly there, especially during the summer. There were so many activities for the children. They really enjoyed the elephant ride, the train rides, and of course, their favorite, the monkeys, just like their mom.

And so I want to thank you for the wonderful work that you do because it is such a great value to the residents. And we need an outlet in a place where we can enjoy activities that the city provides and something that is low cost and enjoyable and bonding for us as families. So it's a very big part of my life, and it will continue to be because it's not going to stop with my children either. When I have grandchildren, I'm sure I'm going to be the best grandma in the world in bringing

my grandchildren there. So thank you so much. We really appreciate your work and keep up the incredible service to our communities. And actually, it's not just here in Santa Ana, but people all over the Orange County, San Bernardino County, they come from all over the place as you said. We are an incredible secret and it's actually a good secret to get out because that means more revenue and more improvements to our fabulous zoo. So thank you very much. Appreciate it. Thank you council members. So

seeing no other hands raised or comments from the council. Kathy, any update on how the river's edge,

the sea otter exhibits going? It's coming along. Everything was moving forward and even when we were closed down we were able to continue with that project. So we have the funds and I believe Ethan knows more than I do but I believe it's moving or Lisa. Yeah it's moving along. I mean it's fantastic river otters are coming and the goat trails in the farm should be coming along. So in the next year we'll be able to move forward on both of those projects and we're very lucky that While we were closed, we were still able to do fundraising, and the city had funds. And then also we did a zoo fari.

We did a virtual zoo fari where we did an auction online, and we actually raised quite a bit of funds from that. So we're able to move forward with these projects, and there's all sorts of exciting things happening at the zoo right around the corner. So it's so wonderful, and it's very exciting to be part of it.

Well, great. Well, we're looking forward to that exhibit reopening, and we know it's going to be incredible. I always make a pitch to you when I speak to you that I know you've got an anteater there to give a nod to the folks at UC Irvine, but hey, my alma mater is Cal, so let's see if we can pick up a bear or something, or maybe even a small one. We can call it a baroon or do something.

Well, we have the bear cat, the Binturong.

you for everything you guys do um let me go ahead and now turn it over to uh the city manager for

her update on the covet 19. um thank you mayor and good evening and mayor and council members i have a presentation as usual so we'll get that loaded up on the screen for you i want to just share some facts and insights about the vaccine and why everybody should receive the vaccine and then i'll give you an overview of local vaccine updates and then also talk a little bit about the pause of the Johnson & Johnson vaccine. So getting a COVID vaccine is a personal choice. To support our residents as they make their decision, I just wanted to highlight 12 facts

and insights that were prepared by the Johns Hopkins School of Medicine. So the COVID-19 vaccines work with your immune system so your body will be ready to fight the coronavirus if you're exposed to it. As the pandemic continues, getting the vaccine is a powerful step to taking charge of your health. When given as directed, the vaccines can prevent severe COVID-19 and death. Generations of health inequities have caused Black and Hispanic Latin Americans and other communities of color to experience a disproportionate number of severe COVID cases and deaths.

People of color are vulnerable to COVID-19 risk factors and are more likely to be working frontline essential jobs that cannot be performed from home, increasing their chances of being infected. Getting vaccinated can provide greater protection. Older people and those living with chronic medical conditions such as heart disease and diabetes are more likely to experience severe and even fatal cases of COVID-19 if they catch it. The more people who receive the coronavirus vaccines, the sooner vulnerable people can feel safe among others. After over a year of pandemic

related closures, cancellations, and postponements, everyone is eager to think about returning to work, school, sports, family celebrations, and social activities. Though no one is sure when the pandemic will be over, every person who gets protection from the coronavirus by getting a vaccination helps us move closer to a normal life. The development of the COVID-19 vaccines did not cut corners on testing for safety and efficacy. The vaccines were made using processes that have been developed and tested over many years, which were designed to make and thoroughly test vaccines quickly in case of an infectious disease pandemic like

were seen with COVID-19. COVID-19 affects everyone, so scientists made sure clinical trial participants for the vaccines were diverse. The clinical trials for COVID-19 vaccines included Black and Hispanic people, older age groups, and people with conditions such as obesity, diabetes, heart, and respiratory conditions. New and future clinical trials will also include pregnant women and children under 12. The vaccines do not contain live coronavirus, and you cannot and will not get COVID-19 from getting vaccinated. After the shots, you might experience a sore arm, a mild fever, or

body aches, but this doesn't mean you have COVID-19. These are symptoms, if they happen at all, and are temporary, usually lasting only a day or two. They signal a natural response as your body's immune system learns to recognize and fight the coronavirus. The CDC says people with allergies to certain foods, insects, latex, and other common allergens can get COVID-19 vaccine. If you've had a severe allergic reaction to a vaccine, be sure to discuss that with your doctor who can evaluate you and assess your risk. However, if you are severely allergic

to any of the coronavirus vaccine's ingredients, you should not be vaccinated. Pregnant women should discuss the COVID-19 vaccine with their doctors. Although the vaccines have not yet been tested in pregnant women, getting COVID-19 while pregnant can be dangerous so your doctor can help you decide if the vaccines are appropriate for you. Even if you have already had COVID-19, you can still get a vaccine. Current guidelines suggest that anyone previously infected with COVID-19 should be vaccinated. Some people who have been vaccinated after having COVID-19 have observed a

strong immune reaction after the first of the two shots with Pfizer and Moderna vaccines. Some people are deciding not to get the coronavirus vaccine until more people have had them. Vaccine hesitancy can affect people of all different backgrounds, ages, and ethnicities, but waiting too long to be vaccinated allows the coronavirus to continue to spread in the community with new variants emerging. Severe COVID-19 can be very dangerous. The sooner you get vaccinated, the sooner you are protected. By themselves, the vaccines cannot shorten the pandemic. They can only

work when communities agree to receive them. And even if you are vaccinated, you should continue to wear a mask, wash your hands, and practice physical distancing until the pandemic is over. It's normal for people to have questions about the COVID-19 vaccines. The sheer amount of information and misinformation about the vaccines can be overwhelming to anyone. We encourage residents to connect with their health care provider if they have any questions about the vaccine. Now I want to share some information about the pause of the use of Johnson & Johnson

vaccine as well as share more information on how our residents can get their Pfizer or Moderna vaccine. Following CDC recommendations, the Orange County Public Health Agency has removed Johnson & Johnson vaccine from all of its vaccination pods until further notice. The county's pods will continue to dispense Moderna and Pfizer vaccines to individuals with appointments. The city of Santa Ana has also replaced any planned use of Johnson & Johnson at our collaboration clinics with either Moderna or Pfizer. The Johnson & Johnson vaccine was paused after a report of six

cases of a rare type of blood clot in individuals who received their vaccine. The good news is right Right now everyone 16 and older in the United States is eligible to receive their vaccine free of charge. We encourage anyone who lives or works in Santa Ana to get vaccinated to protect themselves and their community and to allow us to continue reopening our economy. The Pfizer vaccine is available to people age 16 and older while the Moderna vaccine is for people 18 and up and both vaccines are safe.

And more good news, the OC Healthcare Agency recently added an additional full day for the vaccine site at Santa Ana College on Mondays. So the new schedule is Monday 11 to 8, closed on Tuesday, but open on Wednesday through Sunday from 8 a.m. to 4 p.m. In partnership with Behavioral Health Sciences, the City of Santa Ana is hosting weekly vaccine clinics at the Southwest Senior Center located at 2201 West McFadden Avenue. We're offering the Moderna vaccine, so that would include residents age 18 and up, by appointment only.

And to make those appointments, our Santa Ana residents can call 714-667-2273 or text 323-601-8377. We do have the phone staffed from Monday through Friday, 8 to 5 o'clock.

This last slide just gives some tips to stay healthy in Santa Ana. And it's about protecting yourself and the community. and it is about wearing a face mask and still following all of the protocols. And that's the conclusion of my presentation and I'm happy to answer any questions you may have.

Great, thank you Madam City Manager for that presentation again. You know, I just wanted to give a shout out to staff for this past weekend's effort over at the San Regional Transportation Center, better known as the train station. I think about a thousand vaccine were delivered and those were intended to be Johnson and Johnson vaccine, but they were replaced with, I'm not sure if it was Moderna or Pfizer, but staff did an incredible job, you know, shifting people around because I think the appointments that were made

had to be cleared and almost reinstated. And so it took a lot of labor, intensive labor. And so I saw, you know, Daisy Perez and, you know, other members of our team, city team there. And there were a lot of very relieved people. And it was a huge line and it was busy all day long. And I think Mayor Pro Tem and Council Member Becerra were out there with me as well. But, you know, a big shout out to Senator Tom Umberg, who helped partner with us on that. And obviously Albertsons, that was our that was our provider partner with that as well. So I know that we'll be doing that once again for

people with their second shots, but thank you everybody who helped on that. You know, just a quick comment on what was said, you know, on vaccine hesitancy. I mean, the governor has already basically told us and told the state that on the 15th of June, the expectation is that that criteria's go away, tiers go away, and we basically start opening up with still some mask requirements and some other limitations. But he also made a caveat comment, which is if we don't hit certain indicia

of the level of vaccine that they expect to see, he could retract that. So all of us are looking forward to obviously see that you know mid-month and in June when we start reopening but to the extent we don't get enough people vaccinated that could be retracted we that could be deferred and it's prolonged and we lose a summer or we lose time time from our summer and I know all of us are looking forward to that so to the extent that this is a difficult moment where now there are vaccine available it's just a matter of getting people there and everybody obviously over 16 is available and eligible those

minors with parental consent as was said my last comment is madam city manager i know i heard a couple of council members and some members of the public um we you know lost a lot of lives here in santa anna as a result of this pandemic and so uh to the extent uh your staff is working together to maybe do a proper uh dignified recognition um and in memory of all those neighbors and friends and relatives of ours here in the city. I think, you know, hopefully the, you know, the count of people who've actually, who are actually passing away at this point is slowing down, but I think we're,

you know, getting to that moment where we really should pay respect to people who did lose their battle with COVID-19 here in Santa Ana. I think it's something that we should just start thinking about how we are going to recognize that tremendous loss, you know, for our city. So I just wanted to to put that on your radar and bring it back to the council to see if there were any other

additional comments or questions. Mr. Mayor, I just, I want to thank staff for something that really might seem like a minor detail, but something that I think has been very important to a large segment of our population. That is having that hotline available and having it staffed Monday through Friday, 8 to 5. You know, we, those of us on council, we who visit up on the eighth floor, we see all the folks that are working, and I rarely see them not on the phone answering constituents' calls about how to get vaccinated, how to get tested. And, you know, I'm very proud of the fact that in other cities,

I've had folks ask me about, you know, how do I navigate the system to get the vaccine? And, you know, their cities send them a link to Othena. And where our city, we're giving them the Cadillac treatment. We're offering them this access for a lot of folks that may not be able to navigate their website. I mean, we've heard about a lot of difficulties with the county's website. So I'm really proud that our city stepped up and offered what seems like a simple service, but I think a very valuable and vital service. So I want to thank staff for putting that option forward for our residents.

It's been a huge success so far and just want to express my gratitude for doing that.

So thank you. Thank you, Councilmember. Great point. And it's done in a multilingual basis, which is even more impressive because it's done in Spanish and Vietnamese, which is really, really critical. And unfortunately, the county never got it. They got it way, way too late when they realized it's only in English. You don't have a hotline attached to the application. So that was very unfortunate. and I think we help solve the problem at least for our residents. Mayor Proton.

Thank you, Mr. Mayor. I just wanted to also, I know staff is doing a fantastic job over the last couple of months to really get our community vaccinated. And I just wanna say that there's always, always room to do more and do better. Even when it comes to just the outreach that we're doing, I know that there's ways where we could potentially do sponsored content on social media, advertising this information, these phone numbers, these emails, this text system. Just a couple of days ago, walking around my neighborhood, my own neighbor said, you know,

asked me, have you gotten the vaccine? And I said, yes. And then he's like, and he said, I got it too. I got it in Norco. I'm like, why Norco? And he's like, well, I didn't know of any in Santa Ana. Relative of mine, same thing. Oh, I got them a vaccine in Los Angeles. I said, well, why so far? He said, I don't know of any in Santa Ana. And these are people that have access to me. I mean, they could ask me or call me when they're, but they still said that they weren't aware of where to get their vaccine locally here in Santa Ana. So I know we're doing a lot, but we could always do better.

And just want to thank staff for all their incredible work. daisy uh the staff on the eighth floor i've seen them daily um when i'm up there you know how how you know how many calls they get and this past weekend's events were great so just wanted to double down on that and and and suggest that we sponsor some content on social media platforms we we maybe do some door knocking like we did back last summer with the caris program um that we could get that information out there that's it thank you mr mayor

We still have a lot more to go. I know that we're looking at doing something at Edwards Life Sciences building along with UC Irvine. We're looking at partnering with the governor's office. so there's more to come and more work to do and more people to vaccinate and get healthy. Okay, give me one second. Victor Mendez, Ward 5. Yeah, I just want to tell us Council Member Hernandez's comment about communications and how we can do more. He is absolutely 1,000% on that. But on that note, it's been very satisfying to comment to staff or suggest to staff things in which they can communicate better in respect to COVID-19 and the vaccination and actually see them take action.

So over the past few weeks, while I've observed some of the communications, and I've got to be honest here, that initially they weren't very productive, and I didn't find them very, I guess, productive. What I've seen over the past couple of weeks has been very good. They've responded to some of my issues, and they've even done a few more things. The electric signs and the roads are updated regularly. I really like the fact we put the individual sites now on the website. If there's something people can't get you close to the web page or see a site that they'd be doing vaccines.

Just like I said, it's just very satisfying and gratifying as a citizen to have your suggestions and your concerns addressed, not just addressed, but in a very timely and productive manner. So I want to make that very clear that things are going well, and I'm glad staff is open and responsive. But, yes, let's just keep moving along, and there's more work to do. Billboards would be great. Social media, please continue that. I only saw one ad, but I haven't seen any since then. So there's a lot of work to do there. That will be very helpful as we proceed into our recovery because the more people we can get vaccinated,

It means Santa Ana will be more resilient and stronger for it. And with respect to how we recover with that $145 million, that money could be spent in a more productive fashion. So apart from the Cuban factor, which is, of course, critical and utmost importance, this communication serves as a foundation to help Santa Ana's recovery financially as well as in other areas. So please keep on those communications. Keep them tight. Keep updated. Keep driving them, looking for something better as you proceed forward. Just don't be satisfied with what you've done to date, which has been great, but please move forward.

And again, I thank the staff for being responsive to my concerns. Along that way, the largest gap I do see is I just simply can't get a grasp on statistics of vaccinations here in Santa Ana. I can see them at the state level. I can see them at the county level. I can't seem to grasp what's going on in Santa Ana. And that's pretty important. I think the city, the council should have a benchmark as to how many, what percentage of people of the population are vaccinated. 15 seconds left. And then compare that to the, to how cities and counties. So please try to work on that. And for vaccine hesitancy is very important.

But I would like to remind every city council member that's sitting there that they took an oath to protect the Constitution.

I would like to go ahead and read the First Amendment of the Constitution and remind you that this is something that you swore to protect.

Amendment 1. One, Congress shall make no law respecting an establishment of religion or prohibiting the free exercise thereof or abridging the freedom of speech or of the press or of the right of the people to peacefully assemble and to petition the government for a redress of grievances.

Now, as we are all aware, you have literally silenced our voices.

In the matter of fact, that we can't even put a comment on YouTube and we can't put any comments on Zoom.

And I think it's egregious and it's disingenuous for you to sit there and say that you work for the people. when you yourself are not a public entity, you're not a private company, you are a public institution that works for the people, that your salary is dependent on the people, on your constituents. So I don't know what we have to do, but this whole idea of literally whether the comments be juvenile or whether the comments be the most profound thing you hear.

I'm asking you to please slide that button and allow the people to speak.

And it's something that you guys can literally do in two seconds. And every day and every minute that goes by, and you do not allow us to express ourselves, as I mentioned before, not only is it immoral, not only is it unethical, but it's flat out illegal. I was at a ground opening for a juice it up on Bristol and Warner. So just a little plug for them there. And the new owners brought it up. The CEO of juice it up brought it up. And they were We're all kind of, hey, we've been looking at properties for a while in Santa Ana, and we've noticed that this construction is never-ending. So that's what businesses and companies and residents and everyone you talk to knows the famous never-ending construction on Bristol Street. So my question, Director Saba, is basically, is this going to cause any delay or extension in the construction timeline.

I specifically hear a lot from the Edinger or Warner, the St. Andrew portion because of how deteriorated that piece of the road is. But I know that entire stretch is a problem. Do we know if this causes any delays?

No, this action only saves the funds for us to use for the completion of the two phases, it will not cause any delays. It's just to make sure that we still continue to have these funds available when we go to construction.

Thank you, mayor, council member, and members of the public. I just have two brief ones. The first one, I know this is a priority under your leadership, and that is deploying new technology solutions. So I wanted to report on three items that recently were implemented. So on March 15th, the Public Works Agency, with assistance from our IT department and our implementation partner, Worldpert, implemented the City Works Asset Management System. This will assist us with streamlining operations in traffic engineering, storm water management, street light, and signal operations sections.

The software allows agency personnel to manage the complete life cycle of the city owned assets. From installation of the asset to routine maintenance activities like repairs or cleanings, the system will allow the city to track the work performed on the assets, such as street signs, curb markings, catch basins, traffic signals, and street lights, all the way until the asset is removed from service. And on April 1st, the Finance Department, with assistance from IT, launched a new payment kiosk at City Hall.

The new kiosk, located just outside the front doors to City Hall, allows residents and local businesses the convenience to pay their city utility bills 24 hours a day, 7 days a week, with cash, paper checks, or credit cards. And on April 7th, the Planning and Building Agency, with assistance from our IT department and the Finance department, added the ability for the online permitting system to accept e-check payments. Prior to allowing e-checks, only credit card payments were accepted online, and they did have a limit to the amount that could be accepted.

The online e-check capability is part of PBA's initiative to bring services online and streamline the development process. Payments made under e-check can be for any dollar amount, and there's no transaction fees for the customer. It's very convenient for residents, businesses, and contractors to pay online for their permits, also 24 hours, seven days a week, without having to come down to City Hall or sending in by mail. And the final comment is just about the neighborhood block beautification contest. The Public Works Department announced this at a recent council meeting, and it's all about beautifying our community.

that means making improvements. To qualify before and after pictures need to be sent, demonstrating the improvements made by each participating property on a block. The before and after pictures need to be taken after March 1st and submitted by May 21st, and we're very excited to receive those submissions. And that's all, sir.

Mr. Mayor, I wanted to begin my comments this evening addressing the verdict that was reached by a jury in Minnesota this afternoon that found former Minneapolis police officer Derek Revin guilty of murdering George Floyd. It was just a serve for the grieving family of Mr. Floyd and for everybody that wants to see police everywhere held accountable should they dare betray the public's trust. That doesn't mean that the work to improve public safety stops with that.

But for tonight, though, I'm hopeful that we can collectively appreciate that the outcome that was delivered by the American justice system this afternoon, I hope that we can appreciate it in a very peaceful manner. To bring it back to Santa Ana, I would like to congratulate the Santa Ana High School and Modern Day High School football teams on completing undefeated seasons with victories this past weekend and clinching their respective league championships. It was an exciting and fantastic weekend for high school football here in Santa Ana. It's kind of odd to talk about it

in April, but nonetheless, it was successful for two of our city schools. So congratulations, saints and monarchs. This Thursday is Earth Day, so I wanted to wish everybody a happy Earth Day, and I hope that people will take the opportunity to appreciate the beautiful Mediterranean climate and environment that we live in here in Santa Ana and work to improve it. And with that, I'd like to wish everybody a good night.

I have seen a growing number of attacks in Orange County, in Los Angeles County, and having been raised in this community my whole life, street vendors have been a big part of our culture.

It is what they started in the midst of his death that has sparked the conversation that we are able to have today. And I just want to send a lot of love and a lot of peace and healing to the Black community. It's been very traumatizing to relive what happened to George Floyd for the past two weeks. As your representative on the Orange County Water Department, I just want to give you an update on there was some rumors that the waters were contaminated with, or had the possibility of being contaminated with COVID-19 virus, but that was just a hoax. It's not possible, so your water continues to be safe. I want to encourage our residents

to drink their water worry-free and also drinking water from your tap is very safe. The PFAS issue is at a forefront and those wells have been shut down. So the PFAS has not been released into our system. And also as your representative for the Orange County Senior Citizen Advocacy Committee. We're working on following and advocating

for many, many legislative bills that have services for the seniors. And as soon as we have a concrete report, I will bring that to you. And lastly, I just want to say how proud I am of the city of Santa Ana and how we come together in mutually being understanding and cohesive on the issue of representing our underserved residents. That is one item I think that all of us agree on

is that we have here as Santa Ana representatives, we all have that mutual goal and to ensure that everyone is treated with respect, with honor and with dignity. And I am very proud to be a long time resident and representing a very special part of Santa Ana. And good night everyone, have a wonderful rest of the week.

Hearing that and a little bit of it was and disbelief because for so long families were not getting the accountability that they were looking for. And I hate to rein on that, but during the trial, we saw the murders of Daunte Wright, Adam Toledo, and today in between closed session and open session, we discovered the murder of Makaya Bryant by the Columbus, Ohio Police Department, a 15-year-old black girl.

So this is an epidemic in our country. There is no developed country in the world that has this rate of violence by law enforcement against its people. These are innocent people. George Floyd was innocent. no jury had determined that he was guilty of using a false $20 bill. And even if they were, that does not justify the kind of force that was used on him. And I wanted to talk about that because we have a black community here in Orange County, specifically in Santa Ana, but they are not represented in many ways

a very large wholesaler of water importer from the Colorado River and the Bay Delta up north. Again, I wanted to reiterate that we are facing a potential drought. So we only get about 25% of our water from Metropolitan, but we just want to make sure that we are taking care of our use. We are watching out with our neighbors who are overwatering and that we stay as sustainable as possible because as we know, this is going to be an issue into the future. And I hope that Santa Ana continue to thrive and that we will be here 50, 100 years from now. And then we protect our earth for our future generations. Thanks.

Yeah, we should remember the reason why we import so little is because we have something called the groundwater replenishment system, which is the largest reuse facility in the world. And we do about a million gallons a day. So rather than having our wastewater go out into the ocean and, you know, Councilmember Mendoza probably has gotten a big lesson on this at OCWD, but we reuse a lot of that. So it really is an incredible site. It really is an incredible effort that's being done. And we're blessed because we have groundwater that we can draw from. And we re-inject that recycled water right back in.

And we let nature do its course. And we're able to have water at half the cost of what imported water is. So not only is it, you know, an environmentally intelligent way to do things, but it's also a very cost-effective way to have our water supply provided to our residents. And then after that, I went to a two-year anniversary of the Santa Ana River Brewing Company. Also, I had never been there before. Great little spot,

Off Warner and Fairview. These are great little businesses that we should own by a person. Juiced It Up is a larger corporation, but it's a franchise. And these are small businesses, so it's important that we go out there as much as we can and support, whether it's your local brewery or your local juice shop, and other businesses in the city, and encourage good businesses to open in our city. Just wanted to point that out. And last but not least, tomorrow is Administrative Professionals Day, and I want to give an early shout-out to our executive assistants, Rosa Flores, Angie Morris, Yesenia Cruz. They are badasses.

brought to us so we can start making decisions on how we want to move forward on that so just a reminder to the city manager and staff and i believe those will be coming back to us sometime within the next 30, 45 days or so. The other one was, you know, I had the difficult time of speaking to one of Matthew Ferrius' relatives. He was the young boy that was killed in the Orange Mass shooting, in the city of Orange Mass shooting. And Matthew, we adjourned in his honor at the last meeting, who was a nine-year-old boy who attended Hoover Elementary.

His mother is still in critical condition. And, you know, on gun control as well, I'm not sure if the chief is still on, but I know we used to do something called a buyback effort of guns to get them off the street. But, you know, to the extent we get something to Chief Valentin to see how we can do that, we used to, I think we had sponsors, chief, that maybe gave gift cards, you know, from Target or other stakeholders to encourage and incentivize people presenting their, you know, whether it's their guns or, you know, just guns that they found or had in their possession,

and then they receive some sort of, you know, token, you know, card that they could redeem at one of the stores. I just, you know, I'm just very, I have a really hard time, because I'm going to be meeting with Matthew's father, being able to talk to a father who lost his nine-year-old son. And a lot of these shootings, unfortunately, that we've seen, aside from everything that's going on, the one common thread is that they all involve weapons. And to the extent that we somehow address that, and if you have any recommendations on how we can address that locally,

I know we can't do things that will preempt state or federal law, but we do have gun stores in the city. If you can come up with some recommendations of what we can do to maybe limit access to people who shouldn't have firearms. Nobody is talking about unwinding the Second Amendment here. I just think it's a matter of being a responsible jurisdiction that has a high level of crime that involves weapons and guns. So to the extent maybe you can bring back some recommendations on that, that would be much appreciated. But thank you for everything that you do.

You've done that in the past, and I know you've collected weapons and other contraband that shouldn't be on the street. So I thank you in advance for that. The last two things I have is one, just to give a shout out to a local business that is in the downtown that we'll be reopening soon and we're real proud of uh leave it all moldy that does um you know uh books and um provides books to young readers and they've been in the downtown now for a couple of years had a tough time obviously this past year couldn't be present but they have poets and other people that occupy their space and we want to make sure we celebrate

them and you know make sure that they become and still anchor part of the downtown and so i appreciate everything that they do. So thank you to Libra Movi. You know, we used to have another bookstore called Liberia Martinez, which was owned by Ruben Martinez along with the Chapman University, and that went away. So it's, you know, it's troubling to not have a bookstore in the downtown to me. I mean, I always, you know, just felt like, you know, without having books, it's just, it's just a bit, it leaves a void or a vacuum in a true downtown or a classic downtown.

So I'm glad that Libro Mobile is there offering, you know, their services and their efforts. Finally, as people were talking about monies that are available for the city, both through the federal government and the state government, I think I had mentioned that I wanted to create an ad hoc based on legislative matters. So if there's any interest by any of the council members to serve on that, please let me know. I know I've had a reach out by one council member, so let me know if there's any other interest on that. But I think to the extent we can get busy going after those grants and those monies, they are coming fast and furious.

And cities that are prepared and have their advocates ready with their requests and their

information, they get the bulk of it, right? so we want to be we want to be as nimble as possible and get as much as we as we deserve so with that said um uh madam clerk do we are we adjourning the meeting are we we gonna wait to adjourn when you know after we come back from closed session are we just recessing the closed

session at this point we are going we can go ahead and adjourn and go into closed session and if the mayor and council members if you can please use the same information that i provided to you from our previous meeting.
