1:30As we begin, I want to announce that item 75B on our business calendar, it's a public hearing on 7-Eleven over at 1904 West 1st Street. it will not be heard tonight so if you're here to speak on that or you want to have anything to do with that go home early watch tv relax because it's not going to be on the agenda it won't be heard if you want to see the rest of the council meeting stay right where you're at so with that let's go ahead and uh there's nothing to report at a closed session madam city attorney because
1:38there was no closed session so that was easy and pardon ceremonial presentations I was just going to go straight to parks make life better month is anybody here that are going to receive that plaque or that award come on down.
2:18This proclamation deals with the fact that July is a month where we celebrate parks. And part of what we're talking about is the fact that parks really touch everybody. And they make life better. and behind me I have our outstanding staff that work so hard throughout the city and all our parks with all our activities all our projects and I just can't say enough about them I don't know if somebody would like to represent the group maybe and say a few words and I'll give you a proclamation
3:13Thank you Mayor Polito Yes, the parks do make life better in Santa Ana. Thank you for recognizing that. The California Park and Recreation Society is coordinating a campaign, the Parks Make Life Better campaign throughout California. There's 525 park and recreation agencies that are coming together and reminding our citizens of the benefits of utilizing all of our parks, facilities, programs, and services. And so we do have a lot of parks and we have a lot of programs, but we are going to be adding to those programs.
3:51As you know, we're going, or you may not know, we're going through an evaluation of our entire department, and we are going to come up with some new programming to accommodate all the folks in our community. We can't do that without these outstanding folks here. They were in the crowd, so I made them come up here. But Jeannie Gerardo is a recreation manager. she's been here 25 years Hiram Uribe he is a graphic designer he's been here 23 years and Wayne Baker has been here three and a half years and I've been doing this over 30 years and Ron Ohno I think he's up there he's been here 50 years so there's a lot of
4:29talent in this agency and we're just happy to provide services to the community so thank you so much
5:10thank you before you leave let me present why don't you all come on up and I'll present this to everybody here that works within the Parks Department. Let me ask a question first. How many parks do we have?

5:3047 parks? I know this. I don't know how many council members have taken a tour, but when I first got on the council with Alan Dobie, he's, you know, some of you will remember Alan Dobie. He was a special guy with an interesting character. I got in the car with Alan. We drove all over the place because he wanted to show me all the parks. And there was two that he couldn't find. And he got really mad about that. And we called in. Because some are very small. And those were two of the smallest. I think we called Ron Ono. And he figured it out because Ron's been here 50 years. Does anybody know where all 47 are?
5:31On a mountain.
6:14All right. Yes, they exist. We'll do a quiz and we'll test. We'll test. But this proclamation recognizes Parks Make Life Better Month. And it's signed by members of the city council. And basically what it does is it urges all residents to recognize the importance of access to local parks, trails, open space, facilities for the health, wellness, development, inspiration and safety of all Californians. So some of our bike trails here through the city and some of our connectivity to other cities,
6:16elements such as the river, I think this is just recognizing parks throughout the state and the role that they play and the role that they play here in Santa Ana. and I know things such as the Pacific Electric Park that was open not too long ago. Boy, that gets a lot of use. Every time I drive by McFadden in that part of town, there's always kids playing and family members watching and everything else. So let me present this to all of you. But is there a photo? And if not, there is? Okay.

7:55As everybody in this room knows, we have a lot of fantastic, dynamic individuals and community organizations and students in our community. We have a new leader, still fairly new leader at the History Museum of Orange County, Kevin Cabrera. He never told me, but I found out from his Facebook he also goes by KC. and he also used to work at our library so he doesn't really know a lot about history so we're really honored to have him at the Heritage Museum. So I'm recognizing him and his organizations and students for a fantastic recent thing
8:14they did. The Heritage Museum is a natural and cultural history center in Santa Ana dedicated to providing hands-on, minds-on experience to students and visitors of all ages. The programs offered at the museum aim to teach about our history, heritage, and culture in an engaging way. Very recently, and some of us attended including, I think, Councilmember Iglesias, Villegas, and our city manager attended the unveiling of a beautiful, amazing mural. It's called Always Santa Ana, Siempre Santana, and it was recently unveiled
8:53at the museum and it celebrates the city's rich history dating back to our indigenous Tongva community. The mural depicts people, places, and events that shaped the city's 150th year, which we'll be formally celebrating on October 27th of this year. Siempre San Ana sheds light on the history and impact that key San Ana individuals have had on our local, regional, statewide and national platform. Here to accept the certificate of recognition is Kevin Cabrera the executive director of the Heritage Museum and he brings with
9:32them some of the very outstanding young muralists who helped paint that mural and you're all welcome to visit it's a beautiful beautiful museum. We'll have Kevin and maybe one of the students say some words. On behalf of a grateful city let's give him a round of applause.
10:09I want to say thank you very much to Councilman Solorio for inviting us today. And, you know, like we have such a huge group with us and everything that we do at the museum is a huge team effort. And I wanted to really especially recognize our students, high school students from high schools around the city, for the fabulous work that they did on this mural. The mural is not small. It's 82 feet long by 26 feet in height. It's 28 feet in height. So it's a large mural, and it represents our rich history of a community.
10:29So I think I'm going to ask Katrina to come up and maybe say a few words on behalf of the students.
11:09Hello, everyone. Working on this mural was a very great experience for me. I've made a very, I would say, family.
11:21Working on this mural, I've lived in Santa Ana for most of my life. And now being able to know the history behind everything was very important to me. So I feel like I appreciate my city more than I used to. And being able to work with all these amazing people, I feel like I've achieved in my personality. And being able to speak up here, that's another big part. I'm a very shy person, but being around them, I feel like I'm able to do anything.
11:30One of many amazing students, they have a lovely postcard with a rendition of the mural that you can get from their museum, or if you contact me at City Hall, I would be happy to get you some. and you know on behalf of the mayor city council my honor to present this to all the great muralists and the staff at the center and we'll figure out how to all get in one one screenshot

16:22Thank you, Mr. Mayor. I know we had a good conversation on this before. We've made a lot of progress. I still on the whole feel like we can't easily identify how we're using Measure X dollars in general, and more specifically to improve homeless services and other key items but again progress has been made one non-substantive thing that I've been thinking about that I did consult our city attorney a little bit is you know maybe if if we see on a quarterly basis that sales tax revenue is coming in
16:33above above the estimates because I think they will as well as grant dollars that we essentially appropriate them now and saying that those extra dollars again sales tax revenue in grants go to the non-departmental fund that where city manager can have acts quick access to them and to fund the kind of things that are in the staff report that we've discussed before that maybe need more help like security overall particular parks expansion of our quality of life team library materials and hot spots cameras at parks so I so I see that kind
17:11of as a non-substantive thing just to kind of acknowledge that we may get additional revenues and we ought to be able to put them to quick use and then another item that we can make non-substantive
17:51by also accessing maybe the non-departmental fund or maybe the city manager can can can think through it there is a mention in the staff report of rental assistance 25 000 but what was discussed was 250 000. i mean really rental assistance to do much in a community this large seems just
18:04not enough and maybe some balance of that we can access the non-departmental fund to develop a program and again it would be a pilot year but you know 250 000 really for as big a need are the opportunities again and just to make a non-substantive zero-sum game for the general fund that you could access non-departmental funds for for the remainder and then just general comments but not changes that I'm seeking of any type there is a lot of flexibility the departments still have I would just ask that as you think about hiring individuals or filling old spots
18:28that you consider hiring people have direct service to our community whether it be at our parks whether it be in the in the police department also more of focus on sworn officers versus non-sworn the PD has a number of positions that they're requesting but many of them are non-sworn but we really need big help in that area and that also can including hiring PSOs to take cold reports for example and then our quality of life team that is uh really the city's main home homeless services group that needs that needs to be scaled up and maybe a little bit later if there's time i am
19:06interested in knowing the expansion that staff does envision for quality of life team are we planning on doubling it tripling it to what scale do we envision additional services with that the
19:45light is red and I will stop there thank you I'm glad you're looking at the colors on the lights thank you hopefully others will too lead by example it's a good thing Jose so with that um and I know this is a second reading we're on item 11 and then I think we need a motion 11a we need one on 1a and then one on 1b um councilor Vince Armiento please you know I'll go ahead and
19:56move one of the items on 11a that's um the first item so 11a 1a i do but with a comment so is

20:33that i mentioned are included in the motion may i clarify councilmember salario's request yes so with regards to over performance of revenue during this year we would have to come back to you to appropriate that but we certainly can program the staff report based on what
20:40you requested so am i understanding correctly why can't we appropriate that we appropriate other estimated sales tax because you have what our best
20:55projections are already incorporated in the budget that's before you for your adoption so to arbitrarily just increase that on the hopes of over performance wouldn't be really a responsible thing to do but if we track it and it is over performing we can certainly bring it back because you can make adjustments throughout this entire current year and then we could program at that time when you recognize it to the programs that you mentioned well maybe we could bring
21:04it I know we typically do a mid-year mid-year maybe we can do it after the first quarter but I would suggest the reason why I feel pretty comfortable that we're going to be above estimate is that we estimate for a regular one penny sales tax about 50 billion in revenue the estimate which is a conservative have to estimate the city has for measure x a penny and a half is 60 million and i think really in terms of what muni services and others would project it's really probably closer to 63 million or so so it's not necessarily an arbitrary uh factor but i would be fine with why don't we
21:28request in three months they tell us where we're at and then if we want to bring it back we'll just
22:07do it sure all right so then um sorry go ahead clarify one more so the change that you are looking for to be incorporated in tonight's action is adjusting a rental assistance from 25 to 250 yes that's what we discussed at the last council meeting so no i believe it was 25 000 um because i think it was council member sarmiento that that had requested yeah but i ask that we add to it at that meeting yeah so then on 1b you would have to amend the motion to make that change when you get
22:11to that item okay okay so since we're on 1a that that adjustment would be made on 1b correct um so i simply wanted to say um thank you to staff for all their hard hard work um you know before we do anything and the light's on right so um very quickly i appreciate the incorporation of a lot of our comments and having those here i know there's some adjustments here that we're making that may be allowed even though there are some material changes uh madam city attorney correct on amounts um one of the things i i wanted to you know compliment staff on was um you know
22:41incorporating some of the non-profits i think that weren't able to get funding through cdbg and them you know being considered now and one of those i know i didn't see on the list but maybe there's something that staff could check on on the orange county conservation corps and i know that they had applied but i'm not sure if they made the the cut but if um if that could be considered or looked at um that would be great i know that on the legal defense there was a line item that was adjusted so thank you for that on the rental assistance i do recall that there was an initial motion or
23:22there was an adjustment recommended by me to do 25 based upon just exclusivity on mobile home park residents but I do recall that the councilman made an expansion on that to do general rental assistance so fine with that with a couple of caveats making sure that all our residents are eligible to that and there's not you know some sort of you know citizenship or you know any other sort of
23:57criteria yeah that hopefully folks that are in need that are that have been residents of ours and our tenants there that needs some relief hopefully will be eligible for that the other the other condition was that we reach out to our friends at the manufactured uh home association to see if maybe they could match funds and maybe that 250 is borne by them to some degree because i know they came before us and gave testimony that they do have rental assistance available so maybe this is a time to ask we weren't punitive with them we didn't impose a moratorium we didn't impose any rent stabilization i think because that was the will
24:24of the majority but i think now is an opportunity for them to demonstrate good faith and come before us and say they want to help the residents that are paying into their association as well finally i know that um there's an allocation for youth programming from the cannabis revenue and i know we talked about um evolving the uh youth commission to see if we can incorporate some more youth because we have a lot of youth but i think maybe they can help us navigate and advise us and they're certainly not a quasi-judicial authority so they're not going to have final say
24:59but their recommendations that come back to us could be very helpful when it comes from you know youth in our city that are directly impacted by funding or lack of funding so with that um and oh finally well we'll get to the i had just some comments on the police budget but that'll I'll be in the next discussion. 26:31um i i believe so i believe the direction is to address councilmember sermiento and find out if there's matching funds that we can use and then program to the extent that we can additional
26:44dollars and it's meant to be more of a pilot year anyway so and councilman van los is saying that

27:25I'll move the item with comment if there's a second. I'll be happy to second. Thank you. Go ahead. So I simply wanted to say again thank you for listening to us on some of these things, and I know that the chief had made an effort to get me out to see a simulator that was, that's probably, I believe, one of the only pieces of equipment that sophisticated on the West Coast. So what that simulator does is help improve the ability of an officer to respond to a difficult scenario, right? so one of the reasons why I think that I'm supportive of the budget as it is is because it does equip our officers not only with the equipment but I'm
27:57hoping and after my conversations with the city manager the the ability to have some additional training and counseling pre-incident because sometimes we have obviously training and and and support for trauma and PTSD after an incident But I think what we do, what we need to be a cutting-edge department is to have that counseling and support in advance because an officer needs to have that ability to understand, you know, what they may be facing if they haven't faced it yet.
28:39Once they've faced it and there is no psychological or mental, you know, preparation for that, for the impacts, it makes it difficult. but we're sort of trying to reverse engineer a problem that we should know is probably going to be presented to one of our officers. So I want our department to be as prepared, not just with equipment, but with the ability to have well-prepared, and we do have an excellent department, but to the extent that we can set the standard even higher for our department versus others that don't do this, I think that that's kind of the response I've received in conversations with the chief
29:14and conversations with you, Madam City Manager. So I'm supportive.
29:51Okay. Additional comments? If not, Councilman Salodio?
29:57Yes. Just some general comments, a couple questions. First, again, back to the flexibility in how departments can use the revenue, especially personnel revenue. I see a need in reporting and statistics and public communications with the general public. So as we hire admin people or the graphic design people, hopefully we can keep that in mind. Also, again, let's try to really stay focused on hiring sworn officers first, support staff second. I know we are making some progress in reducing 911 response time, which is great, but we
30:02need to keep it going. Also with respect to the budget, there are some positions in different departments, but including in PD, where I envision that department managers, staff are wanting to do promotions. I don't have issues with promotions. I just hope that on a case-by-case, they're still reviewed by HR and our city manager's office, because I am worrisome of pension spiking or other items that really just are efforts to drastically increase somebody's pay or pensions in the future. We've got to be very mindful of that, as well as particularly for some of the bargain units.
30:44We already gave some raises, so to give promotions on top of raises is concerning to me, so let's be very very conservative on that um on enforcement i think we want to see active enforcement across the board other cities and with social media they communicate now you know how much enforcement they're doing in our constituents to kind of do compare so for example on fireworks at the city of costa mesa may be you know i mean a portion of our size and you know arguably doing considerably better in terms of uh uh enforcement and we we need to do the same a couple of questions
31:25first on on the jail and i don't necessarily care either way but we just deserve a straight answer uh are we going to hire is there interest in hiring a jail administrator or a captain and even if it is a captain are we going to do an active recruitment or do we have a person by name already picked because if we already do have somebody picked by name then i don't even know why we have these conversations of what level and position we might want to hire so that's the first question
32:00and i have a follow-up on it um so councilman salario and i certainly chief correct me if i'm wrong but my understanding was he initially wanted to replace the jail administrator with a captain level and the council downgraded that to a lieutenant level and so i know he's assigned somebody to be acting because he is anticipating the departure of the current jail administrator as to feeling that it more than likely would be done through a promotional
32:26And again, I'm fine. I just want to have some frankness. The only thing I would ask, because there's some logic in that, and I appreciate the succession plan, but please share that with us ahead of time rather than having to see it in an email. The only thing I would ask is the job description of the jail administrator is substantially different to the current job positions of leaders in PD, and we need to be assured that the person that may take that job has that skill set or is committed to doing training and career service on it
32:53because running the jail is very different than any other police beat.

35:11good evening sir thank you for coming up so on this contract we were told that it's going to be less than the previous clerks like 2.5 percent less is that correct um the contract before the
35:25council tonight is compensating the incoming city attorney or city clerk at one step below the previous clerk so she is at range for step 14 and the top is a 15 there are 15 steps she's at step 14. She has also asked for less money in terms of default comp. The last city clerk had the maximum default comp allowable under the law. For the current city clerk, she's asking for 10 grand annually.
35:43So what was the...is there any other directors that received deferred comp?
36:17Outside of the city manager, no sir. but she's receiving it yes the previous clerk received it yes sir that's correct

37:41on it any comment on it does seem a lot of money for toilets but maybe it's more than toilets

39:25that as well so um this one is new to me and i i know i had conversation with the city manager but i would like for you to explain um to us what exactly this money came from and where exactly it's going and and what we can do with it
39:41i'm certainly council member the cities collect deposits for a number of reasons whether it's for a development application whether it's for a water utility account and there are certain state laws that you have to follow if they're left unclaimed so for the easiest example would be let's say you're a water utility customer and you put a deposit down so that you have a water account and then you left and moved the city. There's noticing requirements. I certainly can defer to the city attorney on the legal parameters, the attempts that the city has to go through to identify the owner of it and to refund the monies.
40:01And there's legal publishing that has to be done. After you've gone through all of those steps, which are very exhaustive, the money can be transferred to the general fund or to the water utility account. For water utility, it would be restricted to the enterprise fund. for the other types of general fund type deposits it would be available for programming like any other expenditure of the general fund it's close to 400
40:36thousand for the general fund balance is that something that we can allocate like talk about allocating like to youth services a library services or is that something that would have to come back to us for appropriation right now you're
41:00approving the recognition of it and if you did want to program it for a certain type of expenditure we could return back to you to do the appropriations to spend it on a specific nature so if you'd like to direct us to do that we certainly could return yeah no definitely i would like to see if we could
41:16spend it more like on youth services and tutoring and summer programs for our students and for our
41:31youth in santa ana so if we make that motion um what is a proper timeline to bring it back how
41:37much time would staff need she indicated she wanted it for summer we could try to put something together by the second meeting of this month Wow

50:39for example other community benefits whether it be you know parks or green space or local hire programs or enhanced security for the area extra parking i'm open to that i'm equally open to Maybe it's time for the Housing Opportunity Ordinance to go away and reduce the price of homes and apartments in Santa Ana. I think everyone feels the pinch, and the unfortunate reality with a lot of these affordable housing units is we are providing in all cities, including Santa Ana, when we do affordable housing, subsidies probably on the average
51:17of $200,000 to $300,000 per unit. per unit. I think we could much stretch the dollar instead to rehab existing apartments and making them affordable in the process or rental assistance programs or just having lower rental payments and mortgage payments for everybody by drastically reducing or eliminating the WHO fee as well as we ought to look at other building and planning fees to see what we might be able to slash or eliminate or reduce
51:58So as we continue to do this work, I hope that through these outreach we collect numerous ideas to see what we might be able to do at St. Anna to increase housing affordability for all.

55:47error in the staff report when it was presented at the last meeting that indicated at the very end of the staff report it was citywide your transient zoning zoning code is only in the downtown area and these changes are made to only i believe three sub districts of your transit zoning code so it's it's a pretty concentrated area and the intent behind it is to encourage
55:52infill development in the downtown area okay but any project that comes needs to come before the city council for approval right for those projects uh depending on the nature of the project if they

1:03:24Thank you Mr. Mayor. I mean this to be more of a general conversation, though I do have an informal request, but really also want to hear my colleagues' thought on this. But for starters, I do have some questions either for the chief and or the city manager. First, given that we do have a shelter, are we allowed to enforce anti-campy laws in Santa Ana?
1:03:31Yes, sir. As long as you have available beds, that's what the court case decision is. Do we have available beds right now? We do. The last time I checked, we had 156 at the Lincoln. It has a capacity of 200, and then we are able to utilize about six beds in the courtyard.
1:04:00Right, and then they cycle in and out. But the second question is, on anti-camping laws, which of our departments are authorized to enforce anti-camping laws?
1:04:15I may have to defer to the chief, but I believe it is the police only.
1:04:26That's my understanding as well, but if we could have maybe the chief confirm that.
1:04:31Chief.
1:04:35Yes, sir. What departments are authorized to enforce our anti-camping laws? Police Department. Okay. Are any other departments authorized to?
1:04:50I'm not aware of any other departments.
1:05:00Okay. I don't believe so either. I just raised – because I think there's growing frustration in the community that we're not – in not enforcing our anti-camping laws, especially sufficiently. I think we've seen kind of the ups and downs of the number of homeless in town. I think there was the hope when we had the shelter constructed and maintained at great expense. I think we're spending over $2 million a year for that facility. I think there was more hope from the community that we would increase our enforcement efforts on anti-camping laws and related laws like panhandling laws.
1:05:02Your department gave a recommendation for that panhandling ordinance. and I think many of us see, unfortunately, too little enforcement on that. And the good thing is that a lot of these issues are clustered. So for panhandling, go to 7-Elevens, go to 17th and Santiago, go to MacArthur near the 55, go to Fairview near the 22. We know where they are. I kind of view it as when officers are driving by and they see that that's an issue and a crime that we ought to have enforcement plan for how and when we respond and deal with that
1:05:37ideal is through the quality of life team so we could provide services referrals and have additional personnel but my simple request is number one that we recognize that our community wants us to do more enforcement and then secondly that we really try to enforce as much as possible and maybe in 30 days i know our city manager is working on a broader homeless plan but i'd like to see you come back with uh with with the plan on what we're going to do about panhandling what kind of schedules and staffing we're going to have for enforcing our anti-camping laws because again
1:06:17no other department other than the police department can enforce those laws and then oftentimes we're doing events including where we're doing pr bringing tv cameras and others making a big deal about certain cleanup but then we don't follow up whether it be at the railroad we did that big thing and i asked afterwards when are we going to come back again what's the schedule and i got no response and so i think just the council and the community needs to know on issues of great importance like homelessness what the plan is the schedules and if we need
1:06:51more staffing whether through your department or contracting out with the mercy house for others that could provide those services. The community drastically needs it, and again, we're paying good money for that shelter so that we could enforce. We also see other cities now that are starting to receive approvals from the courts to do enforcement. And so as more of those cities are doing enforcement, more are going to come to Santa Ana. So we really need to be a little bit more aggressive. you know like with fireworks we're seeing other cities are going to start promoting how many
1:07:22arrests citations etc they're going to be doing and i'd like for us to be towards the top uh you know somewhere between zero tolerance but definitely tough love and we need to just make
1:07:58this a priority thank you chief chief i i got some questions for you yes sir uh thank you mr mayor So your officer's been doing a fantastic job. The other day I got this email from a constituent. They went out. They were complaining about the homeless living in their front yard, and it was just great work, quick response. Folks came back a couple of days later. The officers went back out. Quality of life team went out. And I just would like the public to know that every time that officers respond to something, you never know what you're going to get. Is that correct, Chief?
1:08:08You know, it's kind of like, once you get there, you don't know what's going on. Once you start to investigate, then you see. And things could take a little longer. So a lot of the homeless individuals that are out here, when you go and you talk to them, you find out they have a warrant, they have narcotics, they have mental health issues that sometimes need to be addressed. And I'm not here making an excuse for anything, but people need to understand that when the police go and respond, sometimes they get tied up a little bit longer than what the public would expect for this to get cleaned up right away. Then you have to wait.
1:08:50One of these, this one email that I received, it was also a vehicle involved, and it had to be impounded, and it has to be inventoried when you do that. There's a lot of work that takes place when they're responding to a call, and I wanted to thank your officers for all the great work that they do, but we are understaffed, right? We could use more officers, correct? Yes. We're operating about half. So I thank the public's patience, and I understand I'm fully for hiring more officers. I'm on the public safety committee, and that's all we've been doing is getting updates,
1:09:25and I know we hired full-time recruitment, and I know our officers handle a lot, and we're asking for the panhandling, we're asking for the no camping laws, but every time that an officer shows up to a call, you just never know what it's going to get. It could start off as a husband versus wife and then you know it's this whole other thing. So, you know, again, I'm not making excuses for them. It's just that sometimes very time consuming and it turns out to be something else. You show up for a transient in your front yard, and it turns out to be this whole other thing that's going to take half a day.
1:10:05And I thank you, Chief, and I just wanted to let you know we support you. We support your officers. The city needs a lot of work, and this council is committed to helping recruit more officers, and I want to thank you. I know you're working really hard on that. you've done a lot of uh outside the box uh work also getting everyone hands on deck to recruit and bring you know people that could join this department so thank you chief i appreciate it
1:10:44yes thank you and if i may just a brief yes please for really for both of the council men and everyone else um so under direction of the city manager there is going to be a plan coming forward to look at what service provider we can partner with to alleviate um incidents where really there is no crime involved and then we can relieve those officers to go out and do the enforcement that we're asking so i know that plan is is uh in progress and it'll come back i'll concentrate on the enforcement side and in collaboration with the city manager and our other
1:11:13executives we'll have the comprehensive plan that you're asking for so thank you thank you and just
1:11:47Just a quick question on the recruitment. I know you're working on different fronts. City manager is very involved. There's a whole plan. When do you think we might get little indications as to what the trend might be? You know, is it beginning to work? What, you know, can we extrapolate at some point and say in, you know, six months we'll be here and a year we might be there and a year and a half we might be elsewhere? When do you think we might get that early data?
1:11:52absolutely thank you for the question uh mayor and so as part of my report that i provided to the entire council really we can provide quarterly reports but at the end of this calendar year what i hope to do is to come back to the council and then provide you a a good update on what has occurred during this calendar year so we can provide quarterly we can provide you know every six months a report but I believe that by the end of 2019 you'll see a
1:12:20significant increase. If you have something in the third quarter even though I realize it won't be as big of a data set may you already have trends or something. Sure I can provide monthly reports. It would be nice especially if the trends are good. Sure. I think that'll be encouraging versus waiting 12 months and getting a lot of data. just especially if there's progress we can do it as you implement the program yes counselor Solari to speak to the truth has the life been on for Solario
1:12:51this whole time all right for the first part of the year is so so but I think we could catch up I know the the chief and staff are working diligently to meet their goal by the end of the calendar year so well and it'd be hopeful part of could also just be diversifying staffing cold report is a perfect example we had a situation last week that a little bit unfortunate we had a an office complex on golden circle they got intrusions by homeless three times the first time they called pd no response you know maybe nothing
1:13:24happen so no no response second day they do get hit broken into robbery all the rest at that point i emailed folks including folks in this room saying hey let's try to send somebody over staff was saying no we don't have people to take reports just fill that online fill it out online a lot of folks don't have that access or don't know how to fill out something property online so that's maybe Maybe PSOs or others can do cold reports. So we didn't respond. So even though we did an email, it wasn't until the following day, now Friday, that P.D.I.D. did go out and do a report, unfortunately, after the third intrusion.
1:14:04So it's a good example of how, you know, we do respond, but because we're short on personnel, we're behind the eight ball. And that's a perfect example of how do we went out there the first time or second time? We've got to help them harden their place and, hey, let me talk to security. Let's put some caution tape. Sometimes people just see in the car their health because sometimes the people that commit the crime are in the building or homeless nearby. Broken window theory. But if, hey, we did this, no one shows up, or it could be an insider job, and if they find out PD doesn't even care to show up, they keep coming back.
1:14:45And that is unacceptable. It really is. And, again, it doesn't need to be a sworn person. It could be a non-sworn that could do cold reports, or we just got to figure it out. because that hurts a little bit, and I feel like we could have prevented a crime, but we didn't respond.

1:15:35I just want to correct that that isn't completely accurate on the response for the police officers. Yeah, let's discuss it. I have the detail. I can forward it to you.

1:15:48They did respond twice. They took reports. They've had a total of 12 calls. that was the yesterday and this was on the 29th so they responded on the 28th right and the 28th
1:15:52was the last day that was the time they got hit the third time the second time was the day before and i alert that's when i alerted you and the chief that we had an issue that we ought to send somebody and they did something they did send somebody the day following after the third crime
1:16:04but also prior to that they had responded and they had five case numbers initiated already so they
1:16:19They took calls but didn't respond during that week period.
1:16:25We can sit down and go through the details on it. The other thing I wanted to clarify because the Colt team has been extremely busy and one of the requests from this council before I was even here was to consolidate and give you stats on that. So we track it monthly. So just for example, for last month they had 236 contacts with homeless individuals. they issued 61 citations that 70 arrests and they found 27 outstanding warrants
1:16:32that's just in one month's time how many did they take to the shelter and for the
1:17:00shelter I don't have out of the context I don't I don't know the number all right
1:17:05that may be that's the next time I'd be interested to see how many okay I know we have more comment let's start the light again council Iglesias and then
1:17:11our mayor putem then we'll move on okay just in addition to this and I want to thank Councilmember Solorito for bringing this up and I feel also to what one thing that we should also be considering is the businesses because I know many businesses also get very frustrated because they call and they call and they call and I was sharing this with them our city manager that then after a while it's just that they just give up and I'm hoping that in order for us to attract more businesses in order for them to stay here that we do our part you know with policing for
1:17:20them to go out there and and see what's going on especially what's happening on Maine and I think it's Maine and Dyer by the mental health the CVS and then that McDonald's it's it's something that it's just revolving all the time and I know because it's private property it's sometimes the reason they give is it's private property we really can't do anything but I feel we owe it to our businesses for us to do something and show up when when they call us and then on that note I would also ask us what is the process and I believe I brought this up before I think is um
1:17:58form 602 and for the businesses to fill it out you know for them to have the the police be able to enforce what's happening so I would like for us to have an update on that because I know other cities have I think they're on file for six months and I believe Santa Ana is only 30 days so they have to be filing something every 30 days so I would like for us to do an amendment or do something to that form to see if we could make it for six months because it's very time-consuming for them to start you know for them to do it every 30 days 30 days come by really fast and then so they sometimes they may forget
1:18:34but if we could do it every six months that would be something that I would ask from the city managers and also from the chief if that's something that we can consider
1:19:12certainly we can and I know the difference in the timeframe has to do if it's an abandoned business or an active business but some of the other things that we can also do for the local businesses is because the police are are great at providing advice to things that they can do to secure the perimeter security lighting they have to have adequate signage before we're able to accept a no trespass authorization from them so there's some design things that we can help the businesses with i believe you had mentioned a cvs so we do have one particular cvs store that hasn't been doing maintenance around their yard
1:19:18and to date we have fined them about fifty seven hundred dollars for not maintaining their property and it has created a place where homeless were sleeping in the nighttime so i think that was a
1:19:52recent one you saw this last weekend but that for me that would be like very unfair because we're i mean they're trying their best but if we don't have you know enforcement saying that the homeless can't be staying there it's kind of counterproductive so is there something that we could do to help the businesses for us to enforce like if we see somebody there they reported have our police show up and you know help them escort them out okay thank you uh councilman villeras
1:20:03thank you mr mayor just briefly uh chief again you know we want to hire as many officers as we can to help you out there's only so much work a human being can do no matter how much money you throw at them. There's only so much work you can do and things get tied up. The other day I went to that simulation training over at the PD to try out the new, you know, little facility we have there. And great training. And I was talking to our officers and I said, you know, I talked to them, hey, you know, you get tied up, you have one significant incident on one
1:20:31side of town and all the calls are going to get backlogged because this is an active city. And I remember the officer telling me, well, last night we had two pursuits going on at the same time. Can you imagine that? Two pursuits going on at the same time in the city. Everyone was tied up. So sometimes things happen, and these calls are going to get backlogged. I'm not making an excuse. I'm all for the department. I'm all for our residents to make sure that they get good service. But right now this is what we're dealing with, and we are recruiting, and we are doing the best we can.
1:21:06and we have to understand the reality of what's going on right now. And for us to go out there and recruit and for us to do our part also, well, we are. And the PD is also. That's my comment, Mr. Mayor.

1:21:50And that's pretty much talking about the same thing with dealing with the homeless situation. situation so the reason I brought this up is because I know when I used to work for the county we have a work program for the county for indigents or for individuals that you know are single and don't qualify for aides to families with dependent children but one of the things that they ask of the individuals who are receiving assistance is work like a work program they provide them a work program so what I would want to for us to do is since we're already providing them
1:21:58housing we're providing them um you know services is there a way for us to do just a pilot or do something with the city to do a work program with the city of those individuals who are you know in our shelters or individuals who are homeless and i know other cities have had that um program going on so i would like to see if if through the city manager if you can find for us programs that are being effective in other cities and if we can implement something like this in Santa Ana I know when we went to the you know with a councilmember you know so
1:22:32we went to the Naleo conference and one I did speak to a council member in I think it was in Las Cruces New Mexico and she says that they have that with the city so they have a work program and so they're the individuals that were helping like at the shelter they're the ones that are going out and maybe helping at the parks and you know helping clean up things that we're contracting out for something we we could do that as a work program for them so um i would like to see if you know we could direct the city manager to provide options for work program for our cities if that's okay with you
1:23:08guys a comment uh council lodeo yeah two related comments first through uh through cdbg uh we do i think fund uh something called second chance i know councilmember viegas is also very aware of it then they do do job training resume etc but we could do more things to expand that they think also do provide some services out of the out of the link and then also one one thought that i have but again you know good progress being made uh you know cd has uh another community manager position they wanted to hire and i was going to try to you know switch it to something else but maybe other
1:23:43others can do it i do think that we need a manager just to manage the quality of life team and part of that includes partnerships and other things just to not do just what we currently do but to work with interfaith communities work with you know finding jobs uh former councilwoman lisa mill she also mentioned like in anaheim they have a program where if somebody is on drugs and they kind of want to say hey i need help you know find me a treatment provider in anaheim they could go i think to their city hall or i forget which facility the police department the police
1:24:24department and get services and so that's another example of through working with partners there's other ways of linking people to services and addressing the issues that they have but i'm very interested also in uh you know in finding folks jobs or creating volunteer opportunities for them you know that that manager could lead cleanup efforts and it could be regular volunteers but also homeless and maybe the homeless also get paid or maybe the youth also get paid we gotta you know find ways to keep them busy and productive thank you for those items so i think it's been a

1:26:32Good evening, Mayor and Council members and staff. I'm here because I'm concerned and opposed to the 25-25 main residential development that's currently being proposed and processed through the planning department. And essentially the lack of feedback that we've received from the developer as identified in the letter that I sent to you guys today. We still haven't heard back from our June 6th meeting when we requested feedback on that. I'm also concerned about the amount of developer funds that go into Santa Ana politics and influence various aspects of the politics.
1:26:42And I'm hoping that someday that will turn around. um but what i'm really here tonight about is to wish you guys and wish the city of san anna a safe
1:27:23fourth of july thank you thank you uh seeing no other public comments let's go to city manager
1:27:35comments just a couple items mayor um first you probably have in front of you we have issued our 2018 water quality report and we continue to maintain the highest standards and it is available online if anyone wants to take a look at that. And then this week, of course, we have our annual 4th of July event at Centennial Park. It's a free event. It starts at 5 p.m. and will end about 9.30 with the fireworks extravaganza starting at 9. There's going to be live music, food, activities for the kids, and much, much more. And then also on July 8, the city, in partnership with the Madison Park Neighborhood Association,
1:27:43is hosting a summer night lights event at Madison Park. and then starting on July 11th through the August 9th on Thursdays and Friday are partnering with Neutral Ground to host the Summer Night Lights program at El Salvador Park. That's it, sir.

1:28:37My focus is on, again, the Measure X. We've done some progress in saying what it might fund. We mentioned, including through the staff report, some things that are more visible, you know, your Measure X dollars that works just so we can regain the public trust. Also on many of these items, including panhandling, there are design things that we can do. I know City Manager, you, for example, mentioned with panhandling at certain areas we can do signage that says hey you know that these are the laws please don't or whatever that may be in addition to communicating a message it also may be you know one less place
1:28:57that you know panhandlers can be at and panhandling is not safe we have a lot of pedestrian fatality and other issues in our town already which is why the panhandling and mediums is particularly of of concern to me we have a force of the july coming up uh you know we have a program on this but just to contrast for example in costa mesa against smaller city their pd came out with a very aggressive zero tolerance on illegal fireworks and they've been very aggressive on citations and arrests so they're much smaller than us and based off of just you know rough numbers i saw
1:29:34you know maybe they're you know resting 15 times as many as we are not that we need to rest everybody but you know unless we send a strong message that this matters to us we'll continue to see the same level of activity uh year after year uh also the council before i was back you know increased the fine to a thousand dollars per and when you increase a fine it's so you can actually use it you know for for a deterrence purpose and for marketing purpose and so if we very rarely impose that fee it's not as helpful and again I'd like for us to on some of these areas be more aggressive rather than lax you know I don't want a
1:30:11police department that's soft on crime I want a police department that's tough on crime and others are comparing us to other cities and something that we need to focus on a big part of that is recruiting more officers which is why we've given a green light to keep hiring and the resources are there and hopefully we can keep making some progress on that. 1:31:15Thank you Mayor. Just wanted to report out that I was fortunate enough and very thankful to have attended the Naleo Conference in Miami last weekend along with Councilwoman Iglesias, definitely got to communicate with a lot of different electives from across the country and learned what they're doing in their cities and ideas that we could apply here, and hopefully we could do that soon. I also had the opportunity last week to go to the police department with Chief Valentin at their simulator training, which was incredible.
1:31:20Just like Councilmember Sarmiento mentioned earlier, the investment and the technology that we're doing to train our officers is incredible, and it's very fortunate that I was able to participate in that. With that said, I hope you guys all have a happy and safe Fourth of July. I hope our firefighters and police officers stay safe out there and continue doing the good work. Thank you.
